SHANTI Act 2025 to boost India-US Nuclear Cooperation: USISPF

New Delhi, Dec 23 (UNI) The US-India Strategic Partnership Forum (USISPF) on Tuesday welcomed the passage of the SHANTI (Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India) Act, 2025, calling it a “comprehensive overhaul” of India’s civil nuclear framework that will strengthen bilateral cooperation in clean energy.

The legislation, which received Presidential assent after being passed by both the Lok Sabha and Rajya Sabha, marks the most significant reform of India’s nuclear sector since independence. It repeals and replaces the Atomic Energy Act, 1962, and the Civil Liability for Nuclear Damage Act, 2010.

USISPF described the Act as a “historic turning point in India’s energy landscape” that will unlock opportunities for enhanced cooperation between the United States and India in nuclear energy development.

The SHANTI Act introduces critical amendments designed to expand private and foreign participation in India’s nuclear power sector, clarify the liability framework for nuclear operators, and operationalise the long-standing potential of the Indo-US Civil Nuclear Agreement signed in 2008.

“This reform marks a pivotal step toward modernising India’s nuclear energy infrastructure and strengthening bilateral cooperation in clean energy development,” USISPF said in a statement.
The forum emphasized that the legislation harnesses the potential of the US-India Civil Nuclear Agreement and supports the transition to sustainable and advanced nuclear energy, a key component of both countries’ clean energy goals.

The Act is expected to attract significant foreign investment and technology transfer in India’s nuclear sector, which has long faced challenges in expanding private participation due to regulatory constraints and liability concerns.
