Rs 325 crore incubation policy planned to support 5,000 startups by 2035: Sood

New Delhi, Mar 10 (UNI) Delhi Education Minister Ashish Sood on Tuesday said strong collaboration between the government and industry is essential to develop Delhi as a global hub of growth, innovation and partnerships by 2047.

Addressing the Delhi State Annual Session 2025-26 and Business Conference organised by the Confederation of Indian Industry in New Delhi, the minister highlighted the importance of joint efforts between policymakers and businesses to achieve the vision of a developed India.

Speaking at a session titled “Delhi 2047: Capital of Growth, Innovation & Global Partnerships”, Sood said the Delhi government is committed to policy reforms and regular engagement with industry stakeholders to strengthen trade, employment and economic growth in the national capital.

He noted that the business community in Delhi has, over the years, raised concerns related to infrastructure, policy frameworks, land availability and other factors affecting trade and employment generation.

The government, he said, is working towards creating a more enabling business environment through policy reforms and deregulation.

Sood said continuous dialogue between the government and industry is necessary to ensure that traders, entrepreneurs and businesses play a greater role in the city’s economic growth.

The minister also highlighted the government’s focus on strengthening skill development and making education more aligned with industry requirements. Efforts are underway to modernise the curriculum of Industrial Training Institutes (ITIs) so that students acquire skills relevant to emerging industry needs.

He said the government is promoting entrepreneurship among youth through initiatives such as the Startup Yuva Festival, where promising startup ideas were supported with financial assistance.

Sood added that the government is preparing an incubation policy to promote startups, under which about Rs 325 crore will be invested over the next five years with a target to support around 5,000 startups by 2035.

He also said the government is considering policy measures to extend social security support to workers in the unorganised service sector.

Referring to ease of doing business reforms, the minister said the government is working on simplifying procedures related to Fire NOC approvals, labour regulations and licensing requirements in sectors such as hospitality to make it easier for businesses to operate.

Sood said land availability remains a structural challenge in Delhi because of its limited geographical area and the involvement of multiple governing agencies, but the government remains open to consultations with stakeholders on future development policies.

Highlighting long-term priorities, he said the government plans to expand technology-enabled learning in government schools by introducing smart classrooms, digital libraries and ICT laboratories, aimed at benefiting nearly 18 lakh students studying in government schools across the capital.

The minister said stronger cooperation between the government, industry and society will be key to transforming Delhi into a global centre of growth, innovation and opportunity.
