Promotion stalemate leaves MP Govt employees demoralised

Bhopal: For more than a decade, the issue of promotions for Madhya Pradesh government employees has remained mired in neglect and bias, leaving the state bureaucracy disheartened. Administrative principles state that while pay revisions may be delayed, timely promotions are essential to sustain morale. However, thousands of lower-level employees have been denied promotions since 2016, while senior officials continue to receive theirs without delay.

The Ministry Service Officers’ and Employees’ Union argues that this disparity has eroded efficiency and commitment among subordinates, undermining the very goals of good governance. Ordinary employees, who witness their seniors being swiftly promoted, are left questioning why they should display dedication and diligence when their own career progression is stalled.

Union leaders claim the situation reflects a troubling mix of avoidance and favouritism, suggesting invisible pressures have influenced administrative decisions. They point out that practical solutions—such as granting higher designations with pay scales, as implemented quietly in other departments—were repeatedly proposed but ignored.

They further suggest that fair rules ensuring promotions remain within reserved and unreserved quotas, without juniors overtaking seniors, could have resolved disputes. Instead, prolonged inaction has fuelled frustration, affecting both governance and the state’s eight crore citizens.
