Patwari demands judicial probe in water resources tenders

Bhopal: Madhya Pradesh Congress Committee president Jeetu Patwari on Wednesday launched a sharp attack on the state government, alleging serious irregularities in the Water Resources Department’s tender process, irrigation projects and the use of fake bank guarantees.

Addressing a press conference in Bhopal, Patwari questioned the government’s financial priorities, stating that despite continuous borrowing including a recent loan of Rs 5,800 crore irrigation projects remain stalled and farmers are struggling for water. He criticised the government for declaring the current year as the “Agriculture Year,” saying the ground reality suggests it is turning into a “year of contractors and commissions.”

Patwari alleged that a few companies repeatedly appear as L1, L2 or L3 bidders in major tenders, creating what he described as a “rotation system” rather than genuine competition. He named Phalodi Construction and Gupta Construction, owned by Jagdish Gupta, as firms frequently appearing in large tenders.

He also raised questions about the alleged involvement of individuals named Naushad and Ashwin Natu, claiming they were not government officials but were reportedly linked to contractors through business interests, including overseas connections.

The Congress leader further alleged technical irregularities in irrigation works, claiming that cheaper HDPE pipes were installed while payments were made for costlier DI pipes. He also questioned why electronic bank guarantee systems had not been implemented in the department despite earlier directives.

Patwari demanded a judicial inquiry into tenders awarded in 2023–24, verification of all bank guarantees and an independent audit of payments. He warned that if the government fails to act within 15 days, the Congress will approach the CBI with documentary evidence seeking a probe into the matter.
