No helmet, no Fuel, from tomorrow

  • Bhopal follows Indore, implements strict safety measure

Bhopal, In a swift move following Indore’s lead, Bhopal Collector Kaushalendra Vikram Singh on Wednesday issued a prohibitory order mandating that petrol and CNG will be denied to all helmetless two-wheeler riders in the city. This crucial directive, aimed at drastically improving road safety, comes into effect from August 1, 2025, and will remain in force until September 29, 2025.

Fuel Stations directed to comply

Invoking powers under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) 2023, the District Magistrate has strictly directed all petrol and CNG stations across Bhopal to adhere to the new rule. This decisive action is a direct response to alarming statistics concerning road accidents, particularly fatalities involving helmetless riders.

Safety data legal provisions

The order underscores the critical importance of helmet use, citing Section 129 of the Motor Vehicles Act, 1988, which makes ISI-marked helmets mandatory for both drivers and pillion riders. The administration emphasizes that failing to wear a helmet poses a significant risk not only to the rider but also to the general public. Fuel pump operators found violating this directive will face severe action under Section 223 of the Bharatiya Nyaya Sanhita (BNS), 2023.

Exemptions public notice

While the order primarily targets enhancing safety, it does include exemptions for medical emergencies or other exceptional circumstances. Given its widespread impact on the public and all fuel station operators, the order has been passed ex parte, ensuring immediate implementation without individual notices. This proactive measure by the Bhopal administration highlights a firm commitment to safeguarding lives on the city’s roads.
