New Delhi, Jan 30 (UNI) Taking suo-motu cognisance of the reported death of 474 homeless persons within a span of 56 days during this winter season in Delhi, the National Human Rights Commission (NHRC) on Thursday issued notices to the Chief Secretary and the Delhi Police Commissioner calling for a detailed report in the matter within one week.
In a letter to the authorities, the NHRC mentioned, “A media report, citing the Centre for Holistic Development (CHD), an NGO working with the homeless, claims that about 474 persons have lost their lives within a span of 56 days during this winter season in Delhi.”
“Reportedly, these deaths occurred between December 15, 2024, and January 10, 2025, due to a lack of essential protective measures such as warm clothing, blankets, and adequate shelters. According to the NGO’s claims, about 80 percent of the unidentified dead bodies in Delhi are believed to be homeless individuals,” it added.
The Commission observed that if the contents of the news report are true, they indicate a serious violation of human rights. Consequently, it has issued notices to the Chief Secretary and the Commissioner of Police, Delhi.
According to the media report, published on January 16, 2025, many shelters in the national capital are unable to meet the growing demand. Moreover, those that are available often lack essential facilities such as heating and hot water, leaving individuals exposed to the bitter cold.
The report also highlighted specific cases of people living on the streets, stating that they face numerous health challenges, including respiratory infections, flare-ups of skin ailments, and deteriorating mental health.
