Mumbai: In a significant step towards sustainable urban infrastructure development, NBCC (India) Limited, a Navratna CPSE under the Ministry of Housing and Urban Affairs, has signed a Memorandum of Understanding (MoU) with the Mumbai Port Authority (MbPA) Board on 23 December 2025. The MoU pertains to the development of a Central Government Office (CGO) Complex on approximately 25 acres of Mumbai Port land near Cotton Green Depot.
Under the agreement, NBCC will be responsible for the complete execution of the project, from concept to commissioning. The MoU was signed by Mr Aadesh Titarmare, IAS, Vice Chairman, Mumbai Port Authority, and K. P. Mahadevaswamy, Chairman and Managing Director, NBCC (India) Limited, in the presence of senior officials from both organisations.
In addition to the CGO Complex, the Mumbai Port Authority has accorded in-principle approval to NBCC for undertaking several other projects. These include the construction of an International Convention Centre, an iconic building, multi-level car parking facilities, and the maintenance of buildings, sheds, wharves, storage areas and roads.
This MoU marks the beginning of a strategic collaboration aimed at planned redevelopment, asset monetisation and the creation of world-class infrastructure, in line with the Government of India’s vision for sustainable urban transformation. Leveraging NBCC’s expertise in project management and infrastructure execution, along with MbPA’s optimal utilisation of port land assets, the partnership is poised to set new benchmarks in urban redevelopment and infrastructure-led growth, strengthening India’s journey towards sustainable and inclusive cities.
