New Delhi, Oct 10 (UNI) Rajya Sabha Deputy Chairman Harivansh today highlighted India’s federal system as a valuable example for other nations aiming to promote balanced regional growth within a democratic framework.
Speaking at the 68th Commonwealth Parliamentary Conference in Bridgetown, Barbados, during a session on “National Parliaments vs Provincial, Territorial, Devolved Legislatures,” he outlined the distinctive features of India’s federalism.
Harivansh emphasized the pivotal role of successive Finance Commissions in managing fiscal transfers between the central and state governments, ensuring financial equity. He stressed that protecting the separation of powers is both a constitutional imperative and a means to foster a political culture grounded in respect, dialogue, and accommodation.
The Deputy Chairman also pointed to institutions like the NITI Aayog Governing Council as vital platforms that encourage vibrant discussions on inter-sectoral, inter-departmental, and federal matters, thereby accelerating national development.
Concluding his remarks, Harivansh noted that India’s experience demonstrates that unity in diversity can be achieved while upholding federal principles. The conference, themed “The Commonwealth: A Global Partner,” convened parliamentary leaders worldwide to advance cooperation, dialogue, and shared democratic values.
The Indian delegation, led by Lok Sabha Speaker Om Birla, actively participated in workshops and bilateral meetings, reaffirming India’s dedication to democratic governance and cooperative federalism.
