From registries to gun licenses and mining

  • Fees soar as Assembly passes Stamp Amendment Bill

Bhopal, Residents of Madhya Pradesh are set to face a steeper cost for various essential services, from property registrations to firearm licenses, following the unanimous passage of the Indian Stamp (Madhya Pradesh Amendment) Bill, 2025 in the State Assembly on Tuesday. The new legislation, once implemented, will significantly increase stamp duties on a wide range of documents, impacting citizens’ pockets. Even correcting an error in a property registration, previously a mere ?1,000 affair, will now cost a hefty ?5,000 in stamp duty. Similarly, affidavits will now require a ?200 stamp, a fourfold increase from the earlier ?50.

Property deals and power of attorney get pricier

The cost of agreements preceding immovable property registrations has surged fivefold, jumping from ?1,000 to a mandatory ?5,000 stamp. For development or construction agreements valued up to ?50 lakh, a ?1,000 stamp duty will apply. Beyond ?50 lakh, a 0.2% fee will be levied.

Significant changes also hit Power of Attorney documents. A single transaction will now cost ?2,000 (up from ?1,000), while for multiple individuals, the stamp duty rises to ?5,000. Even trust property-related duties have escalated from ?1,000 to ?5,000.

Firearms and mining: Double the cost

Firearm enthusiasts will also feel the pinch. Obtaining a new pistol or gun license will now cost ?10,000, doubling from the previous ?5,000. License renewal fees have also seen a substantial jump, from ?2,000 to ?5,000.

Mining leases will now incur a 2% stamp duty on the total payable amount, and consent deed fees have increased from ?1,000 to ?5,000. The government defends these amendments as necessary to boost revenue and ensure greater transparency in document processes.
