Delhi Govt directs schools and stadiums to step up measures to prevent stray dog entry

New Delhi, Dec 29 (UNI): Acting on directions of the Supreme Court and follow-up reviews chaired by senior officials, the Delhi government has issued a series of instructions to strengthen safety measures in educational institutions and sports complexes to prevent the entry of stray dogs.

In compliance with the apex court’s order dated November 7, 2025, in the suo motu case ”City Hounded by Stray, Kids Pay Price” the Directorate of Education(DoE) has been directed to ensure strict implementation of preventive steps outlined in official meeting minutes issued on November 27. The matter was reviewed in meetings chaired by the Secretary (Urban Development) on November 12 and the Chief Secretary on November 20.

Accordingly, the DoE issued circulars on November 20 and December 5 to the heads of all offices, schools and stadia under its jurisdiction. Parallel communications dated November 24 and December 10 were sent to civic and land-owning agencies, including the Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), Delhi Cantonment Board (DCB), Sports Authority of India (SAI) and Delhi Development Authority (DDA), for coordinated action.

Under the directions, heads of institutions and concerned local bodies have been tasked with submitting a comprehensive list of all public and private educational institutions and sports complexes under their control. They have also been instructed to strengthen boundary walls, gates and fencing to prevent the ingress or habitation of stray dogs.

Each institution has been asked to designate a nodal officer on priority, prominently display the officer’s details at the main entrance, and share the information with the respective local body for quick coordination.

The directives further mandate awareness programmes for students and staff on safe behaviour around animals, first aid in case of animal bites, and immediate reporting protocols. For stadiums and sports complexes, round-the-clock deployment of security personnel has been ordered to ensure 24×7 vigilance against stray dog entry.

Officials said the measures are aimed at enhancing safety across campuses and sports facilities, particularly in light of concerns over incidents involving stray animals.
