Nayak highlights nexus of State Water Resources Department

Bhopal: The Madhya Pradesh Congress Committee on Monday levelled serious allegations of irregularities, an alleged commission-based system, and a pre-determined pattern in the tendering process of the State’s Water Resources Department. Addressing a press conference, State Media Department Chairman Mukesh Nayak and party spokesperson Rahul Raj claimed that official BOQ comparative charts and tender documents studied by the party point to “deeply disturbing trends”.

They alleged that in projects exceeding Ra 300 crore, a so-called “percentage model” operates through an influential intermediary network, with commissions purportedly fixed at departmental and higher levels. It was further claimed that if the “agreed share” does not reach the concerned quarters, the tender process is obstructed. The leaders questioned why no major new tenders have been floated in the past eighteen months.

The Congress also raised concerns over a limited group of companies — including LCC Projects Pvt. Ltd., Mantena Infrasol Pvt. Ltd., Navayuga Engineering Company Ltd., Megha Engineering & Infrastructures Ltd., Larsen & Toubro Ltd., and others repeatedly emerging as L1, L2, and L3 bidders across major irrigation projects in several districts. They questioned whether this reflected genuine competition or a pre-arranged rotation.

Allegations of fake billing, material substitution, and mandatory post-award deductions were also cited. The party has demanded an independent, high-level probe, forensic examination of documents, and investigation into suspected premises to trace the alleged money trail, asserting that the issue concerns transparency, farmers’ welfare, and youth employment.
