Mission Karmayogi onboards 1.49 crore users, strengthens civil services

New Delhi, Feb 11 (UNI) The Ministry of Personnel, Public Grievances & Pensions informed Parliament on Wednesday that more than 1.49 crore users have been onboarded on the iGOT Karmayogi platform as of February 6, 2026.

The digital platform offers more than 4,342 courses covering domain, functional, and behavioural competencies, with over 7.26 crore course completions recorded to date.

The courses are available in 23 languages to ensure wider accessibility and alignment with regional and linguistic needs.

Mission Karmayogi, the National Programme for Civil Services Capacity Building (NPCSCB), was approved by the Government of India in September 2020 with the aim of transitioning from a ‘rule-based’ to a ‘role-based’ human resource system and creating civil servants with a global outlook while remaining rooted in the Indian ethos.

To ensure structured and objective implementation of the Mission, an evaluation framework has been created. The Cabinet Secretariat Coordination Unit (CSCU), chaired by the Cabinet Secretary, monitors overall implementation of the NPCSCB and provides strategic guidance.

A high-level Steering Committee, chaired by the Secretary (Personnel), holds regular discussions on institutional capacity building, reviews progress, and provides guidance for project implementation.

In addition, a Monitoring and Evaluation (M&E) Framework has been developed to facilitate the use of modern technological tools such as digital platforms, artificial intelligence, machine learning, and data analytics for monitoring progress. The framework emphasises the quality of learning content, user feedback assessment, and competency evaluation.

Key Performance Indicators (KPIs) under the M&E framework cover major implementation areas, including the formation of Capacity Building Units in Ministries, Departments, and Organisations (MDOs), onboarding of users from MDOs and States on iGOT, implementation of capacity building plans, availability of content and competencies, user engagement, monitoring of platform features, and performance of Capacity Building Commissions.

The Ministry informed that directions have been issued by the CSCU and the Steering Committee to strengthen delivery and enhance the impact of Mission Karmayogi.

It was further stated that a third-party evaluation and impact assessment of the National Programme for Civil Services Capacity Building, Mission Karmayogi, has also been carried out.
