Ashish Sood says Kejriwal to play ‘victim card’ after FIR in stray dogs matter

New Delhi, Jan 2 (UNI) Delhi Education Minister Ashish Sood on Friday claimed AAP convenor Arvind Kejriwal will play the “victim card” following the FIR against him in the stray dogs circular matter.

“Kejriwal, sitting in Chandigarh’s Sheesh Mahal, had spread fake news against teachers,” he said.

Referring to a post on social media platform X, Sood read out Kejriwal’s post which claimed that government school teachers in Delhi would be made to count dogs on the streets instead of teaching children.

Addressing the media, Sood showed a card with the words “Victim Card” written on it along with the broom symbol. He said that once an FIR is registered, AAP will start playing the victim card.

“This victim card is always in AAP’s pocket. When police take action against fake news spreading through social media handles, it is bound to hurt,” he said.

Sood alleged that AAP believes only in “shoot and scoot” politics. “They think they have a free hand, but we will take legal action,” he said, adding that it pains him to see Kejriwal adopting such politics.

He also referred to a circular issued by the Education Department and asked Kejriwal to point out where it mentions counting dogs. “Arvind Kejriwal will have to answer the people of Delhi.

He has earlier apologised to the public on several occasions, and this time too he must give a clear answer,” Sood said.

Earlier, on Thursday night Delhi Chief Minister Rekha Gupta said in a post on X that strict action has been initiated against fake news allegedly spread by the Aam Aadmi Party regarding the education sector, asserting that the government will not tolerate attempts to mislead the public.

In the post, the Chief Minister said the Education Department has lodged a formal complaint at the Civil Lines police station in the matter.

She stated that the alleged misinformation was a serious and deliberate attempt to demoralise dedicated teachers and to create distrust among the public about Delhi’s education system.

Gupta asserted that such actions would not be tolerated and said the government has adopted a zero-tolerance policy towards the politics of lies. She added that all those responsible would be held fully accountable under the law.

Delhi Directorate of Education had filed a formal complaint with the Civil Lines Police Station against the circulation of false and misleading information on social media related to an Education Department circular.

In its complaint, the department said that unknown and mischievous persons are spreading incorrect claims that school teachers were directed to count stray dogs. The department clarified that no such direction was ever issued.

According to the complaint, the circular dated November 20, 2025, was issued only to comply with directions of the Supreme Court of India in a suo motu writ petition titled ”City hounded by strays, kids pay price”. The circular focused on ensuring student safety and preventing the entry of stray dogs into school premises by deploying security staff.

The department stated that the false posts have created confusion and panic among teachers and school staff, damaged the reputation of the Education Department and affected public trust in government institutions.

It was also pointed out that the department had already clarified the issue through a press note dated December 30, 2025, stating clearly that no instructions were issued to teachers to count stray dogs.

The complaint further mentioned that impersonation of teachers on social media has also been noticed and requires immediate investigation. A list of social media handles spreading the alleged misinformation has been attached with the complaint.

The Directorate has requested the police to register an FIR, identify the originators and forwarders of the false content, and take strict legal action under relevant provisions of the Bharatiya Nyaya Sanhita, 2023, and the Information Technology Act, 2000.
