Nitish recognised leader while Tejaswi deputy leader of Bihar Assembly

Patna, Dec 3 (UNI) Bihar Chief Minister Nitish Kumar was today recognised as the Leader of the Bihar Legislative Assembly while Tejaswi Prasad Yadav, a senior RJD member, has been accorded the status of Deputy Leader of the Lower House.

Speaker Prem Kumar made this announcement during the pre lunch sitting of the house.

Soon after that joint session, addressed by Governor Arif Mohammed Khan, the members of the lower house assembled in the state assembly where Kumar, initiating the proceedings enlisted for the day said that Nitish Kumar has been recognised as the leader of the house for the 18th Legislative Assembly and RJD MLA Tejaswi Prasad has been granted the status of deputy leader of the house.

Kumar announced the names of the members including Ramnarayan Mandal, Ratnesh Sada, Bhai Virendra, Kamrul Hoda and Jyoti Devi as presiding officers for the current session of the state assembly.

The speaker also constituted the business advisory committee of the house with Chief Minister Nitish Kumar, Deputy Chief Ministers Samrat Chaudhary and Vijay Kumar Sinha, Parliamentary Affairs Minister Vijay Kumar Choudhary, Finance Minister Vijendra Prasad Yadav, Leader of the opposition Tejaswi Prasad Yadav and Raju Tiwari as member of the committee. He also announced the names of the special inviting members of the committee.

Later, Finance Minister Vijendra Prasad Yadav tabled a second supplementary budget for the financial year 2025-26 in the house.

Parliamentary affairs minister Vijay Kumar Choudhary tabled the Bihar Legislature (Members’ Salary, Allowance and Pension) (Amendment) Rules, 2025, Bihar Legislature (Members’ Salary, Allowance and Pension) Act, 2006. He also tabled Bihar Industrial Area Development Authority (Financial, Service and Technical) Regulations, 2007, IDA (Financial, Service and Technical) Regulations, 2007, Bihar Industrial Extension Officer Cadre Rules, 2015, District Industries Centre Stenographer Cadre Rules, 2007, Bihar Industries Regional Clerical Cadre Rules, 2007, Bihar Industries Service Cadre (Amendment) Rules, 2013, Bihar Silk Technical Subordinate Cadre Rules, 2015, Bihar Industries (Handloom and Silk) Regional Clerk (Recruitment and Service Conditions) Rules, 2015, Bihar Handloom Technical Subordinate Cadre Rules, 2015, and Bihar Industrial Investment Promotion Rules, 2016.

Deputy Chief Minister Samrat Chaudhary tabled Bihar fire tenders Service (Amendment) Rules, 2025 while Deputy Chief Minister Vijay Kumar Sinha tabled Bihar Amin cadre (Amendment) Rules, 2025.

Later the house paid tribute to the former MLAs Chandra Singh, Harinandan Yadav, Rana Gangeshwar Singh, Shibu Soren and former Bihar Governor Satyapal Malik who departed during the intervening period. The members kept one minute silence in the memory of the departed souls.

After making the obituary references, the speaker adjourned the house for the day.
