New security clampdown in Bhopal
Bhopal: In a significant move to enhance public safety and maintain law and order, Bhopal Police Commissioner Harinarayanachari Mishra has issued prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita 2023 (Indian Citizen Protection Code 2023). These orders, effective immediately for the next two months, mandate the compulsory registration of a wide range of individuals residing or staying within the urban areas of Bhopal.
Under the new directives, it will be mandatory to provide information to the police administration regarding all individuals residing in Bhopal’s homes as tenants or paying guests. This also extends to domestic helpers working in private residences, students living in hostels, and other occupants of various residential spaces.
Furthermore, establishments such as hotels, lodges, dharamshalas, resorts, and guesthouses must now meticulously maintain records of all incoming and outgoing travelers staying on their premises, adhering to a prescribed format.
Key Requirements for Compliance:
* Landlords: Any property owner leasing out their premises must submit the details of their tenant or paying guest in the prescribed format to the relevant police station or through the Madhya Pradesh Police Citizen Portal within one week of the agreement.
* Existing Tenants/Domestic Staff: For those already residing as tenants or employed as domestic helpers, their details must be submitted in the prescribed format to the police station or Citizen Portal within 15 days from the order’s issuance.
* Hotel/Lodge/Dharamshala/Resort Managers/Owners: These establishments must fully register the personal details of all guests and submit this information to the relevant police station as per locally defined procedures.
* Hostel Operators: Must provide details of all resident students to the concerned police station in the prescribed format.
* Contractors/Builders: Must furnish details of all laborers and skilled workers engaged in construction activities to the relevant police station in the prescribed format.
The order also strictly prohibits the storage of objectionable weapons, arms, explosives or any items posing a public threat in any building, public, or private place. Additionally, organizers of any public gathering by communities, organizations, political parties, committees, or delegations will be held responsible for any damage caused to public places, government premises, offices or properties during their events, and legal action will be taken against them.
Violation of these orders will result in action being taken under Section 223 of the Bharatiya Nyaya Sanhita 2023 (Indian Justice Code 2023).
