Chief Minister Shri Shivraj Singh Chouhan has said that responsibility of senior officers will be fixed if corruption and negligence is found at lower level. Zero tolerance against corruption is the key to good governance. Mukhyamantri Helpline and Tele-Samadhan Yojana have been integrated. Telecom Department will soon start its toll-free 3-digit number 181 for people.
Addressing a high-level meeting with Additional Chief Secretaries, Principal Secretaries and Secretaries of all departments here today, Chief Minister ShriChouhan directed that all concerning complainants against corruption should be given reply within 48 hours positively. Except inevitable circumstances, meetings should not be held on Fridays and Saturdays. He informed that he will himself chair meetings on Mondays and Tuesdays only at Mantralaya and visit field areas on remaining days. Secretaries of all departments will discuss important issue at 5 pm on every Monday. Problems will be solved through Inter-department coordination and discussions. In this context, discussions will be held next Monday to frame policy on minor minerals sand, gravel etc.
Chouhan said that beginning of bringing about transparency has to be started from upper level. The good performers should be appreciated.
They should be accorded public felicitation and negligent staff should be penalised. Shri Chouhan directed that apart from redressing complaints, Mukhyamantri Helpline will also provide information sought by people. He directed to further streamline functioning at Mantralaya and sought suggestions from Principal Secretaries.
Chouhan said that there should be no difference in development data at Mantralaya and field levels. For this, it is necessary that senior officers should undertake field tours to know ground realities of schemes of their and other departments.
He directed to inspect their subordinate offices within 15 days. He said that following this, supervisory officers will also be held responsible for irregularities and negligence found in subordinate offices. He said that during field tours, large number of common people give applications for works which can be disposed of easily at district and tahsil levels.
The meeting was informed that Mukhyamantri Helpline and Tele-Samadhan will be integrated. All departments have been asked to register maximum number of services under this process. At present, 325 services of 22 departments are included in it. Apart from complaints against issues like corruption, phone calls are also made to Mukhyamantri Helpline and Tele-Samadhan for soliciting information to avail benefit of government schemes. Shri Chouhan informed that the call centre has received 12 thousand calls since January 11. Of these, 4000 calls were regarding complaints and 2500 about schemes. Besides, suggestions were given through 4000 calls. The Chief Minister said that several problems are solved immediately due to timely information and positive aptitude for solution. This will increase administrative efficiency and cement people’s trust in government. He said that the complaints handed over to him during his field tours and other applications should also be redressed in time even if more staff has to be deployed for it.
