Officers of the Co-operative dept do not realise the need of replies to the letters of the members of the society. Members who are the depositors of the society are facing financial difficulties- KG Shrivastav
One Credit Co-operative Society of Bhopal which is of Central government employees is not returning about Rs sixty lakh deposited in its fixed and other accounts by its members. Why so? Because it (society) is not in a position to return deposits to all of its members due to huge embezzlement during the period of its ex-office-bearers (and less capital with it as at present. Action against ex-president and cashier has been taken by the society in compliance of the order of the Cooperative Department with a view to recover the embezzled amount. It means when amount will be recovered from them, society will be in a position to return the deposits to all of its members. If the amount is not recovered, then will the deposits of the members sink? In this matter, neither the Co-operative minister nor the Chief Minister has said that the deposits of the members of the society will not sink and will be returned. Madhya Pradesh Co-operative Society Act, which has been revised recently, particularly in view of massive irregularities and corruption in the Housing Co-opoerative societies, does not have any provision of providing financial assistance by the State government to those societies to continue their closed transactions in which interests of the members are overlooked, corrupt office-bearers or employees favoured and members kept in dark about corruption by the government auditors not mentioning corruption in their audit reports prepared after audit of the societies. Officers of the Co-operative department do not realise the need of replies to the letters of the members of the society. Members who are the depositors of the society are facing financial difficulties and are in tension due to not getting deposits from it (society). They have expressed their ire before the committee of employees of the Co-operative Department which came to examine the records of the society and confirm the amount of corruption told to the officer by the present president of the society after knowing the irregularities indulged in during the period of ex-office-bearers. The anger of the members of the society is due to `A' class given by the government auditors in spite of huge corruption in the society. The anger of the members is reasonable because due to not mentioning of corruption in the audit reports prepared by the government auditors after audit of the society, timely legal action against ex-president and cashier could not be possible by the present president of the society which was taken of late. Now the question, that arises is what will be the results if deposits of Rs sixty lakhs of rupees have not been returned to the members of the society. Members may suffer from blood pressure, heart disease etc, lack money for proper treatment of any big disease or higher education or necessary training for any job of their boys and girls. Besides the above, one thing which is more dangerous is full responsibility of the faith of the people towards Co-operative credit movement of the State. This should be a matter of great concern for the State government, State Cooperative Union, National Cooperative Union, people's representatives, all dedicated cooperators etc. In view of all reasons, State Chief Minister Shivraj Singh Chouhan should provide financial assistance from the contingency fund to the Credit Co-operative Society of the Central Govt employees to enable it to return the deposits of their members and order to the Commissioner Cooperation and the Inspector General of Police to recover the amount by legal action from those who have committed embezzlement of the society money and deposit the same in the Govt Treasury.
