IAS promotion list turned down

Unprecedented and for the first time in the history of Madhya Pradesh that the IAS promotion list forwarded to the Union ministry of Personnel and Training has returned the IAS promotion list for the second time in a row. The General Administration Department of the State stresses that the main reason for return of the list is that more posts fell vacant.
Unfortunately, the 15 names of non-IAS officers recommended for elevation to All India IAS services included names with strong political recommendations too. Although selections to the All India grade officers is merely on merit. No political recommendation is entertained, but the list carried several names with political back up. Earlier, the list included names of officers who were not even qualified merit wise. Some of these officers were facing departmental or other inquiries. This was reason enough for the return of the list. The process was once again repeated and freshly prepared.
Earlier, there were three posts and against it 15 names were forwarded. The list was thoroughly scrutinized by three senior IAS officers including Chief Secretary Rakesh Sahni, RCPV Narhona Academy of Administration Director General Sandeep Khanna and MP Board of Secondary Education chairman Rakesh Bansal.
An additional director in the government, failing to enter the list, filed a complaint with the UPSC chairman DP Agarwal. Many other officers also filed complaints with different concerned offices and finally the list was turned down, coming back to Vallabh Bhawan. The same was re-sent, but again some ineligible officers managed to sneak their names in the list. According to sources, Chief Minister Shivraj Singh Chouhan clearly directed the General Administration Department to ensure that no irregularity is committed in the process this time. But, the politicians and bureaucrats would not skip their tactics and once again played foul.
According to sources, some officers who do not deserve promotions include an OSD posted with minister Jayant Malliya, executive engineer with Jail department, currently posted with Cooperative minister Gaurishankar Bisen, Anil Bharati and CS Dhurve. All these names are in the revised list, though they are not fully eligible, claimed sources.
Even though GAD sources informed that the list has been returned as two more IAS officers have superannuated and thus there are 5 vacant posts now. Thus the list would further be extended to include more names seeing to additional posts.
