Personal Thought: How to counter MNS like threat?

Apropos of Kajal Chatterjee's article "MNS - The other side of the coin" (CC 13/11/09). I do agree with the point Chatterjee has made out in his piece. Although I too earlier accused Raj Thackeray over his love towards his mother tongue - Marathi, but then the point of dispute was that one cannot altogether agree to such sinister chauvinism in a multi-lingual, multi-cultural and multi-religious society like India. I too am an ardent lover of my mother tongue - Malayalam, so do all others in each State of India. After all, mother tongues are the language one learns through one's mother, while swiping her milk from the childhood. The question arises when somebody tries to impose his mother tongue on someone else who is not so familiar with its fluent usage. If I am told to speak in Marathi, Bengali, Oriya or other Indian languages, I simply cannot, unless otherwise I put in some extra efforts.
Of all the Indian languages, Malayalam is somewhat difficult to learn. Therefore, in our country, we have to bring out an all-acceptable policy to resolve this issue. Forcing Marathi into some ones throats is equally wrong as forcing Hindi upon those who cannot fluently speak it.
Our Constitution is a well-researched document, which has solutions to offer for every problem. What is needed is a national consensus for which a collective thinking is absolutely necessary.
Now, what I personally feel is that one's mother tongue is very important. Therefore, in each State, priority should be given to the language of that State. If people like Raj Thackeray argue that no other language but only Marathi, then he subscribes to only the frog in the well theory. Therefore, the second priority should be given to the first Indian link language and that is definitely Hindi, which is presently our National language. Now, if the Hindi chauvinists hold on to their forte on the adamancy that only Hindi and nothing else, then they too are subscribing to the same frog in the well theory. Therefore, the preference again automatically comes for English which is the internationally acclaimed link language, opening up windows towards the world. So, what is needed is that in each Indian State, a tri-lingual policy must be chalked out, prioritizing the mother tongue as the first language, National link language- Hindi as the second one and English the third being the international link language. All the display boards, hoardings of every Indian State should display by adopting this policy and then there will be no dispute like the one the MNS in Maharashtra is bringing to the fore so agitating day by day. GoI must bring in an Ordinance to this effect immediately, if not such an Ordinance or Law is not yet passed.
