President’s Message

The President Mr.Pranab Mukherjee in his Republic Day message to nation said that the demonetization might ultimately lead to transparency of economy as more and more transactions become cashless.

The President also endorsed the idea of holding the simultaneous elections to Lok Sabha and State Assemblies and suggested to the Election Commission to take the exercise forward by consulting political parties.

Sometime back the Prime Minister Mr.Narendra Modi also called for electoral reforms of holding both the elections together. Originally this idea was mooted out by the Bhartiya Janata Party leader Mr.LK Advani. But non of these leaders and the President had suggested or put forward how to do it. It appears they themselves do not know how to do it.

It is just a vagus idea. It is not at all a political issue to be decided by the political parties and the Election Commission. It is constitutional issue and Constitution will have to be amended. Under its provision the life of Lok Sabha and State Assembly are of five years.

But in some cases due to some political or constitutional upheavel the Lok Sabha or a Vidhan Saha dissolved before the completion of its term the fresh general elections will be held. It is not considered as by-election of the whole Lok Sabha or Vidhan Sabha. Such mid term dissolutions of Lok Sabha and some of Vidhan Sabhas occurred at the Centre and States and fresh general elections were held.

That is why States have different tenure. In 1957 election Communist Party EMS Namboodiripad ministry voted to power in Kerala. It was having majority in the Assembly then too the Prime Minister Pandit Nehru asked EMS to dissolve the Assembly to seek fresh mandate because of school agitation was going on there.

The Chief Minister refused the demand and Centre dismissed his Government and fresh mid-term elections were held. Later in so many states due to political crisis Government topped down or resigned and fresh general elections were held.

In Lok Sabha also in 1977 Janata Party was voted to power but the party disintegrated and in three year in 1980 mid term general elections were held. In 89-90 VP Singh Government fell down in 11 months and thereafter Chandrashekhar Government survived just for 8 month and after one year and seven month mid term election to Lok Sabha were held.

The simultaneous elections will mean whenever Lok Sabha or any State Assembly go to mid term general elections the Lok Sabha and all other State Assemblies should also be dissolved to go to poll together.

Otherwise whether there are majority or no majority in the Lok Sabha and Vidhan Sabha its House will complete full five years. In such situation how a ministry can function ? The idea of single time all the polls together is an absurd idea and not at all political, practical, feasible and constitutional. It just a political jugglery.
