MNREGA-related complaints to be redressed within time-limit

“Madhya Pradesh Mahatma Gandhi National Rural Employee Guarantee (Grievance Redressal) Rules 2012” have been implemented for further fine-tuning of grievance redressal system under Mahatma Gandhi NREGA in the state. As a result, problems will be redressed within time-limit now. CEO of every Janpad Panchayat has been appointed Grievance Redressal Officer. Janpad Panchayat CEOs are also Programme Officers under MNREGA.

The Panchayat & Rural Development Department has further strengthened implementation of MNREGA. Now, MNREGA-related complaint can be made verbally or in writing to Grievance Redressal Officer, who will redress grievances exercising powers vested in him. If a complaint is against Grievance Redressal Officer and is to be disposed by some other officer then the officer will forward it to the concerning officer to be disposed of within seven days. Time-limit of 15 days has been fixed for disposing of complaints, which are found to be baseless in enquiry. Complaints found true/partially true will be disposed of within 30 days.

If a complainant is not satisfied with disposal of complaint by Grievance Redressal Officer, then he will be free to make appeal to higher level. The First Appeal against passed order will be presented to SDO (Revenue). If not satisfied with order passed by SDO (Revenue), concerning applicant will put up second application with collector/District Programme Officer, MNREGA. The appeal will be disposed of within one month.

Information about action taken on application will also be given in writing. A provision has also been made to Madhya Pradesh Employment Guarantee Council or an officer authorised by the State Government can make an enquiry sou motto or acting on information received from a source or after receiving complaint through the Union Government.

Complaint box to be installed at Janpad Panchayat
With a view to making moving of complaints easy and comfortable, a complaint box will be installed at an easily visible place in the office of each Grievance Redressal Officer.
Monitoring and penal action
Monitoring of complaint redressal will be made monthly at next higher level. There is provision of penalising concerning person on being found guilty of misconduct under section 25 of Mahatma Gandhi National Employment Guarantee Act and initiating necessary disciplinary/penal action against him.
