The cabinet at its meeting chaired by the Chief Minister Shri Shivraj Singh Chouhan today while amending the sanction given by school education department for 26 thousand 26 posts of Adhyapak cadre for middle schools decided to fill 13 thousand 13 posts by promotion from assistant teachers and remaining identical number of contract school teacher grade-2 through appointments.

Compassionate Appointment
The cabinet decided to do away with the condition of upto two children in cases of compassionate appointment family members of deceased government servants. Now number of children of the deceased government servant would not be an impediment in the compassionate appointment. However, the decision would be applicable from the date of issuance of order in this regard and it would not cover old cases.
Farmers’ Welfare Board
The cabinet decided to constituted a Fishermen Welfare Board for welfare and development of traditional and ancestral fishermen. It may be mentioned here that the Chief Minister Shri Shivraj Singh Chouhan had announced the constitution of this board at the Machuara Panchayat held recently by him. The board would give suggestions regarding new schemes, amendment in the existing ones and in other relevant matters having a bearing of fish farmers’ welfare. The 23 posts of officers and employees required for the office of the board would be filled up by deputation from the department. The term of the board will be of three years.
E-Governance Managers
Taking yet another concrete measure toward promoting good governance the cabinet sanctioned 420 posts in Information Technology sector. These include 50 posts of e-governance manager under e-governance society, 320 posts of assistant e-governance manager at development block level and 50 posts of data entry operator at district level. This would help in more efficient implementation of e-governance projects in the state.
Majara-Tolas
The cabinet decided to electrify the Majara/Tolas and habitations having over 100 population of 2,332 electrified villages in Betul, Morena and Harda districts. This will provide electric connection to 96 thousand 320 BPL families.
Relief for Crop Loss
The cabinet decided to amend the provisions of R.B.C. 6-4 to change the arrangement for providing relief to the farmers for damage to their crops by wild animals. At present, the DFO provides the relief to such farmers in such cases. This would cause inordinate delay in provision of relief to the affected farmers. Following the decision now revenue officers would sanction the relief as per the norms fixed for relief in natural calamities. The relief would be provided from the budget of forest department. The forest department would authorize the revenue officers for sanction, drawing and distributing the relief.
Silo Bags
The cabinet decided for storage of wheat in silo bags on an experimental basis. The work would be carried out by Madhya Pradesh Warehousing Corporation on pilot basis. For this work land would be made available free of cost to the corporation and after the bags are emptied the land would again be vested in government.
Other Decisions
As per the policy of industrial promotion and increasing power generation the private sector industrial groups have started setting up captive power plants and power generation centres. As per the provisions of Vidyut Ahiniyam-2003 fee has to be paid for applying to get licence for transmission and distribution.
The cabinet decided to fix a fee of Rs. 5 lakh for applying to the Electricity Regulatory Commission for this. The state owned power companies would be exempt from it.
The cabinet decided to permanently withdraw 10 percent pension of Shri A.L. Parameshwari(retired) conservator of forest, Morena. He was found guilty of negligence of duty during the posting in a case of illegal poaching of neelgai.

The Maoist’s Special Gorilla Squad (SGS) has warned of beheading ‘police informers’ in Balaghat district. In a recently held meeting at the Daverveli area, SGS commander Dilip Guha cautioned the villagers to stay away from the police and other armed forces besides keeping mum on Maoist movements in the area.

“The informer’s head and legs will be chopped off, once he is pronounced guilty at a Jan Adalat. Their will be only one warning”, the villagers were told. Reportedly the Maoists have also started taking stock of the funds the village sarpanch’s are receiving under the MGNREGA scheme. Guha, resident of Mate village under Roopjhar was active member of Paraswada Dalam which became non-functional in 1997. Sources claim that Guha has also revived the Paraswada Dalam recruiting new members. An increased movement is also being reported from Gondia in Maharasthra and its adjoining regions in Balaghat.
Earlier on Wednesday, Maoists killed a village sarpanch in Gondia, the naxal infested area in Maharasthra, located 45 km from Balaghat. Maoist stormed the house of village sarpanch Ghanshyam Koretti (35) and dragged him out of his home. The rebels then thrashed him with lathis and took him away.
It was during a search operation that the body of the sarpanch was found on Thursday morning near Sambhu Tola village. The naxalites left a pamphlet near the body which blamed Koretti for being a police informer.

The rally of the Narmada Bachao Andolan against Maheshwar project at Mandleshwar today has turned out to be a damp squib. Very thin presence of people in the rally of Narmada Bachao Andolan at Mandleshwar is an indication of the NBA’s nemesis in Madhya Pradesh. That they had to bring people to the rally venue from places as far as Khandwa and other far-flung areas which are far away from Maheshwar project affected regions.

The weakening support base of the Narmada Bachao Andolan in Maheshwar project affected area is also reflective of the fact that the anti-dam activists had to shift the base from Mandleshwar to Khandwa long back.
We strongly refute the allegation of the Narmada Bachao Andolan about its claim on submergence and reiterate that no villager in the submergence affected villages would suffer on account of filling of water level in Maheshwar dam reservoir up to 154 meters.
We want to reassure the villagers that filling of water in the reservoir of Maheshwar dam would be commenced in the presence of competent body to be constituted by both the central and the state governments and it would be ensured that the project affected villagers are not denied of their legitimate claims.
The tariff of the electricity of the project is a subject matter which will be decided by the MPSEB, Regulatory commission and the company. The tariff is a function of the total electricity generated from the project.
The claim of the Narmada Bachao Andolan that supply of water to Indore city under Narmada Phase III is not dependent on Maheshwar project is also grossly incorrect and far from reality.
In fact Maheshwar project will prove to be lifeline for water supply to Indore city as supply of 360 mld water to Indore city would be possible only after filling of Maheshwar dam reservoir up the required level and any delay in filling of water in Maheshwar reservoir will only aggravate water crisis in Madhya Pradesh’s largest city Indore.
The Narmada Bachao Andolan has always misguided the people, the judiciary and the government by spreading misinformation through false and fabricated reports. This has been proved by the supreme court for the second time when they rejected the review petition of the Narmada Bachao Andolan on Omkareshwar project only a day before this rally.
We also demand a thorough inquiry into source of the funding to the NBA for organizing rallies and demonstrations which have not only led to cost escalation of a developmental project like Maheshwar project but also deprived people of the state of precious power and electricity.

The Supreme Court has refused to re-examine its judgement and expunge the adverse remarks made in it against Medha Patkar-led Narmada Bachao Andolan (NBA) on the issue of land acquisition for Omkareshwar Dam project in Madhya Pradesh.

The apex court dismissed the review petitions filed by the NBA saying that the May 11, 2011 judgement “does not suffer from any mistake” and “no ground is made out” for review of the September 29, 2011 order by which it had declined to expunge the adverse remarks against the NBA in the verdict.
While dismissing the petitions seeking review of the May 11, 2011 judgement, a bench of justices R M Lodha, Deepak Verma and B S Chauhan on May 3 said, “We have carefully considered the review petitions and the available material.
The above judgement does not suffer from any mistake apparent on the face of the record warranting any review.”
Disallowing the NBA’s plea against the September 29, 2011 order, the bench said, “We have carefully considered the review petitions and the available material. No ground is made out for the review of the said order.”
The NGO had sought review of the verdict by which the apex court had quashed the February 21, 2008 order of the Madhya Pradesh High Court treating every major member of a family as a separate unit allotment of land for rehabilitation.
The NBA had also sought reconsideration of the apex court’s September 29, 2011 order by which its application against the May 11, 2001 verdict containing adverse remarks for misleading a three-judge bench was dismissed.
The court had lashed out at the NGO for making false statements in the affidavit for securing favourable order and had also asked other courts across the country to be cautious in examining NBA’s petitions.
The apex court which had examined the NBA’s applications for expunging the remarks, had disposed them by modifying its observations in the September 29 order.
“We reach the inescapable conclusion that the NBA has not acted with a sense of responsibility and not taken appropriate pleadings as required in law.”
“However, in a PIL, the court has to strike a balance between the interests of the parties. The court has to take into consideration the pitiable condition of oustees, their poverty, inarticulateness, illiteracy, extent of backwardness, unawareness also.
“It is desirable that in future the court must view presentation of any matter by the NBA with caution and care insisting on proper pleadings, disclosure of full facts truly and fairly and should insist for an affidavit of some responsible person in support of facts contained therein,” the bench had said in its 14-page order.
The bench modified its remarks in which it had said in case it (court) has any doubt, it could “refuse to entertain the NBA”.
The bench considered the “remorse” expressed by the counsel on behalf of the NBA that “it ought to have acted with more responsibility”.

Indore, May 13: Allegedly unable to endure constant harassment by moneylender, a woman ended her life on Friday. Laxmi soni (26), a resident of Badal Ka Bhatta, was admitted in MY Hospital after she consumed poison on Thursday. She died on Friday. In her dying statement to a SDM, the woman said she had taken Rs 50000 loan for her niece from a moneylender Rajkumar. She failed to repay the loan and interest on it continued to mount.

Rajkumar started pressurizing her. Ironically, the niece for who the woman had taken loan too refused to repay the money. Rajesh Soni, the husband of the deceased, claimed Rajkumar had threatened his family members a day before at the behest of their relative Mahendra Soni who had fraudulently sold off ancestral property to Sunil Bery. The 85000 sq ft property now is worth nearly Rs 1.25 crore. It was granted to his ancestor Goreram Soni by the Holkars in 1932, claimed Rajesh. Investigating officer sub inspector Baig said that no suicide note was found and the police just have the dying declaration to go by. There is abetment of suicide but no case has been registered thus far as there is discrepancy in dying declaration and statement given by husband of deceased.

Chief Minister Shivraj Singh Chouhan on Friday faced huge embarrassment as his state plane was grounded on the order of the directorate general of civil aviation (DGCA) in New Delhi for serious violations of safety norms. Till late night, the chief minister’s staff was busy arranging a special plane to fly Shivraj Singh Chouhan back to Bhopal.

Chouhan’s state plane had taken off from Bhopal in the morning at 8 am. By afternoon, the DGCA emailed to the state aviation department its decision to ground the entire fleet of the MP government comprising two planes and two helicopters till further order. The decision had been taken on Thursday but was not formally conveyed to the MP government.
Madhya Pradesh is first state in the country to have received such an order from DGCA.
The authority has cited serious violation of safety norms, especially those mentioned in the Section 3 rules of Civil Aviation Requirement (CAR) rules. The rules mandate minimum requirements for undertaking aircraft operations with aircraft owned by state governments/ public sector undertakings of central/state governments.
Insiders claim DGCA order (dated May 10) was deliberately sent a day after Chouhan landed in Delhi in the state’s aircraft.
The order was sent via email at 2 pm on May 11 with the signature of union aviation minister Ajit Singh, said sources.
DGCA claimed that the order was based on report submitted by its inspection team which detected several flaws during the safety audit of the MP government’s fleet.
The regulatory body also stated that the explanation submitted by the MP government to its previous notices were ‘unsatisfactory’.
The state aviation department has written aletter to the DGCA expressing surprise over its order and sought further clarification in the matter. “We have sent a letter to DGCA seeking more specific reasons on its stand. We have already rectified most of the shortcoming the inspection team had earlier pointed out to us” says Manoj Shrivastava, principal secretary, aviation.
The state aviation authorities also expressed surprise over the DGCA action. “It says violation of rules.

Election Commission of India Deputy Election Commissioner Shri Vinod Zutshi held discussions through videoconferencing at Bhopal with district collectors of the state in connection with preparation of electoral rolls keeping ensuing Vidhan Sabha election in view. He asked the collectors to ensure constant monitoring of the functioning of Booth Level Officers (BLOs) under their respective jurisdictions. Names of about 35 lakh voters as per the latest census have been left out and are to be added to voters’ photo identity lists. For this, a special campaign is underway from April 15 to May 31. Madhya Pradesh Chief Election Officer Shri Jaideep Govind was also present at the videoconferencing.
Shri Zutshi said that when the BLOs conduct door-to-door survey, they should take signatures of head or any other member of the family on the survey form. This will help in arriving at exact data of survey. The meeting also discussed voters’ photo identity cards. The meeting was informed that new Assistant Registration Officers (AROs) should be notified as per demand in the districts where AROs are short in number.
The meeting was informed that work for preparing photo identity cards is also underway in the state constantly from May 1 to August 14. The meeting laid stress on initiative in colleges and hostels for addition of names of voters above 18 years of age.
Copies of Registration Form-6 have been handed over to principals of educational institutions by making them nodal officers. Assistance of Woman and Child Development Department workers and voluntary organisations should be sought for addition of eligible women’s names to the voters’ lists.
Preparations for Maheshwar by-election reviewed
Through videoconferencing, preparations for Maheshwar Vidhan Sabha by-election were also reviewed. Shri Zutshi gave instructions to election officials to ensure free and fair polling. Arrangement of security forces, situation of polling centres and availability of electronic voting machines were also discussed at the meeting. It was informed that expenditure supervisors for the by-election will arrive by May 18. The District Election Officer informed that model code of conduct for Maheshwar by-election is being strictly implemented. The process of filing nominations will be set in motion after notification of Maheshwar by-election on May 18. Polling will be held on June 12 and votes will be counted on June 15.

The Madhya Pradesh government has not yet received any communication from civil aviation regulator DGCA asking it to ground its entire fleet, a top state official said Friday.

“Our aircraft are operating normally and we have not received any orders from DGCA to stop operations of our aircraft,” Manoj Shrivastava, Principal Secretary (Aviation), told reporters.

In fact, Chief Minister Shivraj Singh Chouhan today left for Delhi in a state government plane, he said.

DGCA had last month raised some queries about the operation of the government’s fleet. All the questions had been answered satisfactorily, he said.

As of now there is no order from anywhere to ground the fleet of two airplanes and as many helicopters, Shrivastava said.

Yesterday, there were reports that Directorate General of Civil Aviation had grounded the entire fleet of Madhya Pradesh government for “serious violation of safety norms”.

The action came after the DGCA carried out safety audit of the state government’s fleet of two airplanes and two helicopters and its separate aviation department.

This was part of a process of audits DGCA is currently carrying out in 24 states and state-run entities like Coal India and ONGC which have such departments and aircraft.
