Facelift to Railways

What a contrast in the Indian Railways that there is acute understaffing in the field staff and overstaffing in the Railway Board. There 90 high official are superficial and not required.

There is a racket of deputation and attachment in all the Government services at the Centre and in States. Due to some political connections they secure such posting and it is affecting the services very adversely. The Railway Minister has decided to downsize the Railway Board and these 90 officials are being sent back to various zones.

It is a drastic measure aimed act enhancing the efficiency. These 90 superficial posts and persons are there in the Railway Board for the 30 to 40 years. It is decided to trim the functions and powers of the Railway Board and keep it as supervisory top body. There is massive devolution of powers at zonal and station level officers.

The Railways being restructured by merging various departments to work in unisom ways for swift working as one team. The Railway Ministry has directed the Railway Board to empower Zonal General Manager (GM) and Divisional Railway Managers (DRM) and other field officers to fast track decision making, execution and overall working of the Railways.

Substantial financial and administrative powers covering a wide Spectrum of working have been delegated to them. The General Manager have been given full power to sanction out of turn safety related works without any ceiling. The delegation of powers is comprehensive and will cover commercial, engineering works, track maintenance, mechanical, financial establishments, procurement, medical matters improve safety speed and service of the Railways.

Besides GM the DRM have been given powers to re-engage retired railway employees upto the age of 62 against vacancies. To improve station, passenger interfaces, the DRM can sanction waiting halls, platform shelters, lift, escalators, digital display charts upto Rs.2.50 crores. The Station Directors of big stations have been given powers of the Branch Officers to take decisions for smooth operation.

At 75 super big railway stations young and dynamic officers will be posted. From December Railway Ministry will apply and implement passenger charter for time-bound disposal of passenger complaints and suggestions. The Railways have floated tenders for procuring 7 lakh tonnes Railway track to renew and replace old tracks. The Railways are in process to have big changes and new face.
