A delegation led by Andhra Pradesh Communist Party of India (CPI) serectary K Narayana today submitted a memorandum to President Pranab Mukherjee, requesting him to find out a ‘’scientific solution’’ to the needs of all the regions in Andhra Pradesh.
In the memorandum, Dr Narayana stated that the Andhra Pradesh State Reorganization Bill-2013 is set for discussion in the Andhra Pradesh Assembly.
In the memorandum, he was quoted as saying, ‘’Instead of smooth discussion, unhealthy trends are prevailing, untoward incidents are taking place which are humiliating the Constitution of the Nation.
‘’The Congress, TDP and YSRCP often declare that they honour Parliamentary democracy but practically they have become a hurdle for the smooth functioning of state Assembly.’’
He averred that the bill be discussed and returned with necessary amendments within the stipulated period and stressed upon the respect for the parliamentary democracy. ‘’We feel that such unhealthy trends be curtailed by your intervention for smooth functioning of the Assembly. Members should have freedom of expression and come to certain conclusion within stipulated period’’, he said.
The number of legislators can be increased up to 153 for proposed future Telangana Assembly and number of legislators also be increased by adding another 50 in future Assembly of the residuary state -Andhra Pradesh, accordingly clause 16(1) of the Bill can be amended.
