CBI files charge-sheet against 95 accused in Vyapam scam case

The Central Bureau of Investigation on Tuesday filed charge-sheet against 95 accused in a case related to Vyapam.

“Charge-sheet was filed against 95 accused including 83 candidates, four Vyapam officials and eight middlemen in a case relating to irregularities in Samvida Shala Shikshak Patrata Pariksha Varg-3 Examination – 2011 conducted by Vyapam in the Court of Special Judge of Vyapam Cases in Bhopal,” CBI said here.

The probe agency said it registered the case on July 9, 2015 on the orders of the Supreme Court and taken over the investigation of case earlier registered in STF of Madhya Pradesh, Bhopal related to irregularities in Samvida Shala Shikshak Patrata Pariksha Varg-3 Exam -2011 conducted by MP Professional Examination Board (Vyapam).

The CBI said that FIR was earlier registered under sections 420, 467, 468, 471,120 B of IPC, and 65/66 of IT Act, 4/3 (D) (1)(2) MP Recognised Examination Act, 1937 against 77 candidates, whose marks were illegally inflated and others including middlemen and Vyapam officials.

The STF, Bhopal had filed four charge-sheets. It was revealed from the files contained in the hard disk of the computer of then Principal System Analyst Vyapam that marks of certain candidates were allegedly increased to enable them to qualify the said test.

The same were verified with the OMR answer sheets of the candidates and it was found that marks of 84 candidates were increased, in the final result, to make them qualify the examination. One candidate is absconding and investigation is continuing in his case, the probe agency stated.

The CBI said investigation further revealed that the accused public servants and other private persons collected the examination details viz roll number, form number… of the candidates and provided the same to then Principal System Analyst.

The examination details so received by the said Analyst were entered into a digital file on the computer, which contained the details of the candidates along with their names/roll numbers and the name of the middlemen who had sponsored the candidates.

“Just prior to the declaration of the result, the said Principal System Analyst created another database in respect of the candidates whose marks were intended to be increased,” it stated.

The CBI said it was also alleged that in the result data base, he increased the marks as per the requirement of the candidates so as to make them qualify the examination and thereafter the actual marks obtained by the 84 accused candidates were deleted from the result file. No change in the OMR answer sheets could be made.

The original marks obtained by the accused candidates, as per the OMR sheets, were less than the marks declared in the result, it stated.
