Cabinet okays CPS for unorganised sector

Bhopal, July 3: The state cabinet at its meeting chaired by Chief Minister Shivraj Singh Chouhan today endorsed Kushabhau Thakre Contributory Pension Scheme for people working in unorganised sector. The scheme aims at motivating the people of low income group to get the benefit of contributory pension who are not covered under any other provident or pension fund scheme. The Social Justice Department would implement the scheme.

All those people would benefit under the scheme who are members of BPL cardholder families, or whose family income does not exceed Rs 50,000, or whose property's market value in urban area does not exceed Rs 5 lakh, or who own up to 5 acre agricultural land in rural area. The families who are getting the benefit of social security schemes ie contributory pension, central government or state government's schemes, employees provident fund scheme or pension scheme.

The minimum age limit for the members to get the benefit under the scheme would be 21 years and maximum age limit 40 years. He or should be domicile of Madhya Pradesh. A member may deposit maximum Rs 6000 in a year in monthly instalments. The state government would contribute maximum Rs 1,000 in the account of every member annually. In case a member deposits less than Rs 1000 din a year an equal contribution would be deposited by the state government. The contribution payable by the state government would be paid to the fund manager on the basis of the amount deposited by the member every three month. However, on contribution of less than Rs 6000 he or she would not be entitled to state government's contribution.

An empowered committed would be constituted under the chairmanship of the Chief Secretary for implementation and monitoring of the scheme. It would be authorised to take necessary decisions about its implementation, determination of the bank. appointment of fund manager and private service provider.

Cabinet powers to committee

The cabinet endorsed the decision to give the powers of cabinet to the reconstituted committee for implementation of Information Technology schemes. The decisions taken by the committee would be considered as cabinet decisions. For this the work rules released by the General Administration Department in October 2007 have been amended.

The cabinet also endorsed the allotment of ten acre land to Netlink Software Limited in Bhopal IT Park and five acre to Compact Disc India. Decision to this effect was taken by the cabinet committee in October 2007. Similarly, the cabinet approved the decision of the cabinet committee to allot ten acre land to Underhill Technology INC, New York. The decision to this effect was taken in February 2008.

Pension to be revised

The cabinet endorsed a proposal to revise the pensions of pensioners who retired prior to January 1, 1996 and family pensioners. Their pensions would increase after removal of the anomalies.

As per the decision these employees would get the pension at the rate of minimum 50 per cent on the pay scale revised from January 1, 1996. The family pension would increase by 30 percent.

Time bound pay scale to sub engineers

The sub engineers of associated with construction woks are going to get the benefit of time bound pay scale. As per the cabinet decision in this regard the sub engineers who have completed 28 years in service would get a time bound pay scale of Rs 10000-15200 per month.

There are a large number sub engineers who have not got promotion even after completing 28 years of service. Of these, 499 are in Public Health Engineering Department, 1640 in Water Resources Department, 204 in Public Works Department and 80 in Housing and Environment Department.

8 women polytechnics converted to co-ed

The cabinet accorded sanction to convert eight women polytechnics into co-ed educational institutes. It may be mentioned here that in eight out of twelve existing woman polytechnics only 30 percent seats are fulfilled. The expenditure on their conduct was, therefore, more than proportion and the facilities available in these institutions are not being used fully. On the other hand boy students were deprived of technical education despite willing to get it. The woman polytechnics to be converted are at Chhindwars, Hoshangabad, Khargone, Burhanpur, Sagar, Panna, Narsinghpur and Bhind.

Lift irrigation schemes

The cabinet decided to transfer three lift irrigation projects of Neemuch district to Water Resources Department. These projects are Khankhedi, Barkheda and Deori Somia. These schemes were sanctioned under Swarna Jayanti Gram Swaraj Yojana and their cost is estimated at Rs 3.46 crore.

AKVN at Ujjain

The cabinet decided to set up a Madhya Pradesh Audyogik Kendra Vikas Nigam (AKVN) at Ujjain. All the districts of Ujjain division would be placed under the jurisdiction of the Nigam which would have its headquarter at Ujjain.

Transportation grant increased

The cabinet decided to increase the transportation grant for the families to be displaced due to submergence following construction of Kutani feeding reservoir under Bariyapur project. Now they would be paid grant for transportation of their household belongings and Rs 20000 per plot to the families who have given the option to be settled elsewhere.
