Terrorism, Naxal threat: Make CBI a federal agency 

The permanent parliamentary committee of Union Law and Justice Ministry has advocated to make the Central Bureau of Investigation into an anti-terrorist federal agency. Committee has suggested to give special rights to CBI and full time intelligence system so that the agency may perform investigation by its own in the matters of terrorism. President of the committee, EM Sundereshana Nachiappan said that after giving special rights and complete intelligence system the time would be saved which is spent in the investigation of CBI after handing over by state and central government. Presently the CBI starts investigation when the state government sends the matter to it. It is mentionable that after the incident of bomb blasts at Jaipur, Prime Minister Dr Manmohan Singh had expressed the need of a federal investigation agency to face terrorism, naxalism and north-east extremism. After this the statement of Nachiappan is important in several aspects. Though the states have not given their consent for such an agency, because they believe it an interference in the rights and autonomoy of the states. No state government is ready to hand over national and international crimes to be investigated through the central government. It may be recalled that the central government, in December 2007, through a proposal had said that terrorism and Hawala including five types of crimes be given directly to the Centre. But the states had rejected it immediately. Importance of having a joint command to face naxalism and terrorism in several states cannot be undermined. Looking to the opposition of the Chief Ministers the Centre had given second proposal of the same concept. Centre's proposal was that a system would be formed of the DGPs and Chief Secretaries of the states with senior officials of the home ministry. In case of an incident in any state, its officials would hand over the investigation to the Centre after talking with the officials of home ministry. There is need to develop the intelligence machinery and make it solid. In the present scenario keeping in view the terrorism and other matters the requirement of federal agency is more important. This suggestion of the committee is commendable and should be welcomed.
