There is a proposal under consideration of the Government to dismantle aquarium situated very close to the Governor's House and to construct a Five-Star hotel and further adjoining constructions of entertainment and retail market zone around Minto Hall which shall surely destroy the oxygen lung in prime location at Bhopal and shall also create a law and order problem and great pollution. Anti-social elements shall have free access and the precious residence of the Governor which is also a historical building shall be rendered thoroughly useless. Thus, this most beautiful and secure spot shall be converted into a great nuisance.

The government has to give first priority to the law and order problem as crime has immensely increased in this capital city. The police has proved to be very weak and so it has to be modernized and made most effective to combat crime.

The immediate problems are as under:

Law and order, eradication of corruption, water supply in villages, village roads, medical facility in villages, agriculture development, education, unemployment problem, development of industry.

The bureaucracy have enlarged immensely and there are several posts which are sinecures. The Central government should set up a Commission to examine the position and reduce posts. The number of posts of basic workers at lower level had not been increased as per increased volume of work. In MP, there are many generals like DGs, IGs, DIGs in police. In old CP and Berar, the Britishers could maintain law and order effectively with 3 DIGs, and one IG. An IG for 3 or 4 districts is ridiculous. The expenditure on these very high officials is very huge and they also exploit manpower immensely in personal services.

Since independence from 1947, till date, was problem in villages is still in existence and so first priority should be given by the Govt to this immediate problem. Medical facility in villages is not available and doctors are allergic to work in villages due to the very poor condition prevailing in villages. This problem is of great importance for the present administration.

Corruption is a cancer in this country and if it is not controlled no progress is possible.

Village roads construction is a great need and progress in this direction is most essential.

Without agriculture development starvation cannot vanish.

Education is the backbone of progress. It needs to be made available to the poor students at low cost.

At present, capitalists have monopolised education and it has become a roaring business. The government appears to be a failure in providing education at low cost to the poor people, merit should only be recognized if the nation has to progress. In fact, merit has become a casualty in the present times.

Unemployment is immense in this country. The government has crippled industry. Even TV is imported. Photo-copy machines are also imported. Why the government could not open factories and import is being freely allowed.

Acquarium, Minto Hall and the Governor's residence are the national heritage of Bhopal. They are most beautiful buildings. Creation of a five -star hotel and market shall surely cause congestion and entail wasteful expenditure of crores of rupees. It is rightly said that land mafia wants to grab this prime land for its own enrichment.

It is also pertinent to point out that the capital has a constitutional right to have the judicial limb of democracy ie a High Court. The capital must have a high court otherwise it is incomplete. Without High Court, or a bench in the capital, the corrupt political elements have a free hand.

There is however a suggestion for consideration of govt that it should have at least 25 mobile patrol vehicles with forces moving in beat of at least 4 kms with force and first aid box. This force shall immediately check fast moving vehicles and provide first aid instantly on spot to victims of accident. It shall be converted into a night gusht patrol and control crime and criminals by reaching the spot instantly. The bank dacoits, robbers, murderers may be caught instantly as the beat patrol shall reach the spot and the escape for the culprits may be very difficult.

At present the police reaches the spot of accident after several hours and an instant reach and first aid may save the life of victim. I am an octogenarian and have no personal interest. I am submitting my views for the benefit of the nation.
