Remaining 11 percent D.A. in next two months

Bhopal, May 6: The Chief Minister, Shri Shivraj Singh Chouhan has announced to give remaining 11 percent dearness allowance to employees in the state in the next two months. Out of this, five percent D.A to be paid for the month of June would be payable from July and six percent D.A. to be paid for the month of July would be payable from August. Shri Chouhan was addressing a function organised by Madhya Pradesh State Employees Federation in the premises of state Mantralaya here.

Chief Minister Shri Chouhan said that Gurujis would be regularised after an examination. This examination would be held for selection of Gurujis for regularization and not disqualifying them. The Chief Minister said that Gurujis working for the last three years would be given the benefit of increase in pay scale at the time of appointment and they would be appointed on minimum per month salary of Rs 2875. Benefit of this process would also be extended non-formal teachers.

The Chief Minister announced to give 13 days' casual leave, three days' optional leave, three months' maternity leave for female Gurujis and 15 days' paternity leave for male Gurujis at par with other government employees. He said that orders have also been passed for extending facility of voluntary transfer to women and handicapped teachers from one civic body to another.

The Chief Minister said that orders have been issued to appoint contractual teachers as teachers. He said that he had also issued instructions to appoint all the eligible contractual teachers as teachers by June 30, 2008. They would also be given benefits of appointment as teacher with effect from April 1, 2007. He gave the information that daily wagers would be regularised soon.

The Chief Minister announced to change the post of primary health worker as rural health coordinator. He said that the process of registering these rural health coordinators for para medical counselling would start before June 30. About giving the benefit of second time-scale to teachers with effect from the year 1999 instead of the year 2003, Shri Chouhan said that he would soon take an appropriate decision over the matter after presenting it at a cabinet meeting.

Shri Chouhan said that meetings of employees advisory committees of every level would be necessarily held every three months for rapid disposal for employees' problems. For this special directives would be issued by General Administration Department.

Shri Chouhan said that he would talk to the Union government to retain the services of Malaria Link Workers whose services have been terminated by the Union government. He said that if the Union government did not take an appropriate step, the state government would continue the services of Malaria Link Workers at its own expenses.

The Chief Minister said that the State Pay Commission has been constituted for removing anomalies regarding pay scale and eligibility of officers/employees of the state. He made it clear that this commission has not been constituted to circumvent recommendations of Sixth Pay Commission. The Chief Minister said that Madhya Pradesh government would undertake efforts as per its capability to implement recommendations of Six Pay Commission as and when the Union government does so.

Earlier, the Chief Minister said that Madhya Pradesh government regards employees as its inseparable part. He said that human dignity of Chief Minister, government employees and people is equal. In a poetic mood, the Chief Minister said 'Pradesh ke hit main loonga kaam, aur kaam ke doonga poore daam' (I would make employees work in state's favour, and would give full wages for it). He said that the rules and regulations which hinder works in people's interest, including employees, would be changed. He said that the works undertaken during the last four years by the state government bear testimony to the fact that it has not overlooked any employee, big or small. Shri Chouhan exhorted the employees to work for state's development and extend cooperation in public welfare works and discharge their duties with dedication.

Presiding over the function, Shri Sultan Singh Shekhawat of Bharatiya Mazdoor Sangh praised the employee-oriented decisions of the state government. Chairman of M.P. State Tourism Development Corporation Shri Dhruv Narayan Singh and Bharatiya Mazdoor Sangh's western zone president Shri Dinkar Rao Joshi also addressed the function.

Earlier, general secretary of State Employees Federation Shri Gyan Prakash Tiwari delivered the welcome address while state B.M.S president Shri Vikodar Singh proposed a vote of thanks.

The function was inaugurated by Chief Minister Shri Chouhan by lighting a lamp before the portrait of Bhagwan Vishwakarma. Chief Minister Shri Chouhan was given a floral welcome by general secretary of state Bharatiya Mazdoor Sangh Shri Bhawandas Godani, State Employees Federation office-bearers, divisional presidents and district representatives apart from over one hundred employees leaders. The Chief Minister was also honoured by memento. Thousands of employees from all over the state attended the function.
