A local court here taking cognizance of a complaint filed by a Congress MLA Premchand Guddu, has directed the state Lokayukta to register a case against Indore collector Vivek Agrawal for allegedly misusing his official position in changing guideline of a commercial area of Indore to serve his vested interest, thereby causing huge loss of revenue to the state government.
Making an allegation to this effect, Premchand Guddu, a Congress MLA from Alote assembly segment and general secretary, Madhya Pradesh Congress Committee here on Friday said that Indore collector, Vivek Agrawal purchased a Pent House on the 7th floor of a multi-storey building - `BCM Heights' in Indore in the name of his wife Sapna Agrawal illegally for a sum of Rs 26 lakh and accordingly changed the guidelines of this area (where the above-mentioned) multi-storey building is located from commercial to residential to `benefit' the builders concerned.
The Congress leader said that as against commercial guideline of Rs 20,000/sq mt, Indore collector last year changed the guideline of this particular locality (PU-5, Scheme No. 54) which in an outlay of Town & Country Planing department had approved as commercial, and accordingly announced a new residential guideline of this locality at the rate of Rs 10,000/sq mt. Thereafter, he approved residential construction in an area of 186862 sq meters. As a result of change in guideline of this locality, the government has incurred a loss of Rs 190 crore, Guddu said.
He also questioned the legality of purchase of a pent house. Guddu said the Pan card number given by Sapna Agrawal, wife of Indore collector in the registration deed of this pent house, has been found to be of one Shahnaz, a native of Pune. Shahnaz, according to Guddu is the wife of an absconding criminal Abdul Karim and it establishes `criminal-links' of the owner of this pent house, he said. The Congress leader also challenged the purchase of the pent house which according to him, cannot be sold as per the Land Development Act and the Town & Country Planning Act. Guddu also alleged misuse of official position of Indore collector in awarding contract for Metro taxi services in Indore to one Harish Agrawal, who, according to him, happened to be the kin of his wife Sapna Agrawal.
