| With reference to the recent directive of the Urban Development of the Government of Madhya Pradesh to the Bhopal Municipal Corporation to impose spot fines ranging from Rs. 100 to Rs. 1000 for various acts of public nuisance like littering, spitting, urinating and defecating in public places, it can be pleaded without any fear of contradiction that before executing the order the BMC must ensure that it has not only a decent and usable network of public amenities/conveniences in place but also there is constant and effective monitoring of their upkeep. I'm afraid in the absence of a network of decent and usable public convenience, the Government's order will fall flat and will never get implemented.
