PS issues directives about homeless primitive tribes

Bhopal, May 1: The Principal Secretary Tribal Welfare O.P. Rawat chaired a review meeting of Primitive Tribes Development Authorities here yesterday. The meeting review grants received by the authorities under Special Central Grant and Central Regional Scheme and its expenditure during the last three years. He issued instructions to specially prepare proposals of homeless people belonging to primitive tribes under 13th Finance Commission.

Those present at the review meeting included Commissioner Tribal Welfare Jaideep Govind, Director Primitive Tribes R.S. Khare, divisional deputy commissioners, Gwalior, Jabalpur, Rewa and member secretaries of the authorities.

O.P. Rawat directed the officers to spend the unutilized funds received under Special Central Grant and Central Regional Scheme by June 30. He asked the officers to expedite the process of the schemes which are to be revised.

The Principal Secretary told the officers to get a survey of primate tribes conducted. It should be found out through the survey as to how much grant has been provided to them under which head, so that in the ensuing years those families be given assistance who have not received any grant as yet.

Principal Secretary Rawat informed the meeting that the work of assessment would be entrusted to private agencies in the ensuing months so that the actual situation of schemes implementation can be known. He said that notices should be issued to the agencies which have not shown interest in completing the work within the stipulated time. Besides, information for writing should be provided to departmental officers. The certificate of utilisation of funds and completion of works should be verified. Rawat told the divisional deputy commissioners to take review meetings of the authorities every month and inform him about it through demi-official letters.

At the meeting, Commissioner Tribal Welfare Jaideep Govind reviewed authority-wise progress of activities. He expressed dissatisfaction over progress of Sahariya Authority. He said that he would himself undertake review of the authorities at the meetings to be held Sheopur and Shivpuri in May. He assured that additional staff would be posted at the authorities. He also issued the directives that wherever Assistant Project Administrators are posted, they must supervise authority's work on priority basis.

Jaideep Govind also issued directives that proposals of primitive tribe institutions receiving grant should be forwarded to Government of India in prescribed proforma within the time limit. He instructed that the information of training for jobless youths be posted on web site so that training can be started at an early date. The commissioner also issued directives for undertaking a baseline survey of the primitive tribal living outside villages identified villages.
