The
State government's initiative to provide adequate basic facilities
to the people living in slums, is commendable. In this connection
the Central government has started initiative for different
projects. Basic aim behind the project is to make the urban
atmosphere healthy and for proper development of slums. Prime
Minister had started basic services for urban poor in December
2005. Union Housing and Urban Rehabilitation Ministry has
sanctioned 33 projects under Integrated Housing and Slum Development
Programme (IHSDP)and 19 projects under Basic services for
urban poor (BSUP) project. Under IHSDP sanction was given
for construction of 16795 units at a cost of Rs 241.89 crore.
In this amount the union government has issued 50 per cent
(about Rs 85.54 crore) of Rs171.07 crore. For the construction
of 31213 new housing units in four big cities to provide houses
to urban poor and sanctioned Rs 520.67 crore. Share of central
government is Rs 256.67 crore. With a view to provide additional
aid the Finance Ministry has also released Rs 67.66 crore.
How would the benefit of this initiative reach the poor is
a matter to go through. What should be its proper arrangement,
so that each poor can avail benefit of this facility in a
proper way. These projects should be implemented transparently
lest the poor remain deprived. Hence the allotment should
be made transparently and houses to be built as per estimates
their quality should be ensured. Since the government has
taken initiative there should not be any further delay in
implementing of these projects. It should also be ensured
that the residential areas avail basic facilities so that
the cities remain beautiful and clean in the real sense.
