Moral education is also necessary 

The purpose of education system in our country has three main objectives. Firstly to provide minimal education to read and write to ALL. Secondly to make the young generation sufficiently qualified to find reasonably good and productive employment and thirdly to provide the above average students an opportunity to reach levels of high excellence in all areas within the country itself.

First objective is aimed at rural and poorer sections of urban areas and can be handled by Shikshakarmis and managed by Panchayats and local bodies with minimal interference by govt except providing funds and ensuring its proper utilization.

The school level education should be the area of responsibility of sufficiently funded and well-staffed Boards of education at the Centre and states. Apart from funding of midday meals, initial equipping of schools and overseeing the functioning of Boards, no direct involvement of Govt is required. Moral education for ethical behaviour and national identity should be a compulsory subject for 10th Board Exam. Routine graduate studies like BA, BSc, and BCom may also be included under Boards with graduation being a school function.

The specialized education in the scientific, literature, commerce, medical, engineering, management and new interrelated areas should be the responsibility of institutes that are autonomous under private-public funding, self-sustaining and either deemed university or affiliated to specialized universities. The fee structure should be such that the operation breaks even. The institutes can earn through patents, royalties and donations. Central and State Governments should provide scholarships to as many needy students as practical. Non-government bodies can regulate these institutes depending upon the subjects of specialization to ensure that levels of excellence are maintained and no unjust decision is taken. A Board may conduct common test for entrance to these institutes for students after 12th or school graduation.
