Demand for new states: Consider all factors

The demand for creation of smaller states is once again picking up momentum. At the Congress convention held in Uttar Pradesh, the leaders not only talked over the constitution of small states but they raised the demand of separate states of Bundelkhand, Purvanchal and Western Uttar Pradesh. Earlier, UP Chief Minister, Mayawati has been advocating for carving out separate state of Bundelkhand. Demand for carving out separate state of Vidarbha and Telangana is quite old. From the point of view of development and administration there is no harm in constitution of smaller states but there are several practical problems behind them. Since voices are being raised from several quarters for creation of smaller states, then there is no harm in going over the demands deeply. It would be better if a new States Reorganization Commission is formed to study the constitution of newer states. Even though the benefits reaped by creation of new states also needs to be considered. Uttarakhand was carved out of Uttar Pradesh, Jharkhand was made from Bihar and Chhatisgarh state was formed from Madhya Pradesh. Now, these states are also living at the help of the Centre. These states depend upon special packages. In case they do not get the special package, they may cease to exist. An interesting point to note is that that demands as old as 50 years are yet to be fulfilled and the new states are being demanded. Demand for creation of Vindhya state has also been raised now and then. The way conditions are developing it would not be surprising if the people start demanding a state from a big district! Hence it is essential that any initiative in creation of a new state is taken after considering all the relevant factors. The creation of a new state should necessarily be justified and should not result in loss to both the parties in question.
