Special revenue campaign begins

Bhopal, Mar 26: Special revenue campaign has got under way for expeditious redressal of revenue-related cases at a rapid pace in the State today. It is the fifth phase of the campaign launched for state wide implementation of programmes and projects of Revenue Department. The campaign would continue till June 25, 2008.

First four phases of the campaign have already met with success. The campaign has proved very effective in rapid redressal of cases related to revenue and land records on a large scale. In view of the success of earlier phases, now the fifth phase is being conducted in the state.

Speciality of the campaign's fifth phase would be that during it Mukhya Mantri Grameen Awas Adhikar Pustika (Chief Minister's Rural Residence Right Booklets) would be distributed. Madhya Pradesh is the first state to give land and house rights to residents of rural areas. Under this programme, survey of all the rural residential areas would be undertaken. Suburban villages of small and big towns would also be covered by this survey.

First of all, survey of residents and encroachers of populated lands would be conducted. Under the survey maps would be prepared on 'as is, where is' basis. Names of person/family having possession of every plot would be listed. Later, redressal of disputes over house/plot would be undertaken after local enquiry on the basis of standards laid down by the department. After the redressal, the possessor would be provided Mukhya Mantri Grameen Awas Adhikar Pustika. The booklet contains scores of relevant pieces of information including area of land/house, four directions, names of village, lane, locality and Majra/Tola etc.

The records prevalent at present do not give a hint about the actual owner and shape and size of the land/house. In fact, rural people do possess residential land or house in the populated areas and their immovable property does have a price but they do not have any record about its ownership or right over it. But now this long-standing problem would be solved by Mukhya Mantri Grameen Awas Adhikar Pustika. The booklet would facilitate them in selling, purchasing of residential plots/house and getting them registered. Banking institutions would be able to release loans to beneficiaries on the basis of information given in the booklet. The booklet can also be used for securing bail from a court of law. Besides, the Mukhya Mantri Grameen Awas Adhikar Pustika may be used for several other purposes.

Revenue Minister Kamal Patel has said that Madhya Pradesh government is striving to ensure that all the rural area residents get Mukhya Mantri Grameen Awas Adhikar Pustika so that they are also able to avail all the benefits of possessing a house like their urban counterparts.
