NREGA facing field hindrances |
| National Rural Employment guaranty act has hopes to provide for 100 days work for landless poor villagers. Right to work is accepted legally, morally and socially. Rajiva Gandhi Mission is a long term undertaking by the Government. This calls for maintenance of all works connecting water, sanitation, agriculture, and all round activities that are essential to improve the quality of life in rural sector till neglected.
Apparently the implied aim is to discourage migration to towns. It is estimated by 2020 the ratio would be 50:50 rural to towns population which might cause serious repercussions on economy of both rural and town. Villages are emptying causing acute shortage of agri-labour and similarly towns will become congested and face shortages in all services of life.
The Act is a powerful tool but faces a difficulty not anticipated. Takers are not coming to the extent of work over 100 days. Money allotted for execution remains not utilized. There are proposals to divert funds from NREGA to others like irrigation. The situation requires to be handled early by planners. It is proposed that NREGA could be dovetailed with five year plan to turn it more authentic both in execution and monitoring. Planning as is done appears shoddy. There is no direct relations between works and takers in the initial planning itself. While the Act is of national importance and funds are made available it would be expedient to be alerted both for planners and executors. Success of NREGA is a must to improve quality of life in general and economy in particular.
