Suspicion over objective of UPA government is palpable. Eventually, all and sundry know what UPA government has been doing for the last four years? Is it election-oriented statistical jugglery or real anxiety for common man? Nowadays everyone is thinking about this aspect of fact.
This is self explicit fact that general election for Parliament is about to come and through this budget, UPA government is persuading common man to cast their votes for itself and their allies. In fact, in the course of this budget, UPA government is posing itself as real harbinger for common man's cause. As we know, thousands of farmers have already died in Maharashtra and other parts of India in last four years.
At present too, one third inhabitants of India is breathing in inconsequential stipulation. Per day income of these people is only 12 rupees. About two percent, out of this populace is sleeping in starvation situation on regular basis. Fifty seven percent rural inhabitants of Orissa and fifty five percent rural population of Chatishgarh are living their lives in Rs 365 monthly. Similarly, 55% urban population of Bihar and 50% urban population of Orissa are living in Rs 580 monthly.
For improving this condition, acknowledged relaxations will not improve the livelihood standard of ordinary populace. As per my opinion, the central government does not know about the essential prerequisites of widespread community. The government also does not want to resolve the fundamental predicament of general guy. I think, there is great need to bridge the gap between patchiness and sumptuousness. In India, somebody has lot of money and at the same time someone is dying in Kalahandi or Andhra Pradesh.
Industrialists and actors are bidding the price of cricketers and are hiring them in crore of rupees for their own benefits. Sharad Pawar is giving a lot of money to cricketers for hitting fours and sixes, whereas he has no money for farmers. This was the Agriculture Minister Sharad Pawar who advised the farmers of Vidharba to relinquish the exertion of agriculture and fasten together any other profession for their livelihood.
Present Chief Minister of Maharashtra Vilasrao Deshmukh had also chided the farmers for their underprivileged circumstances. Here question arises, who is accountable for unfortunate situation of cultivators. Either growers themselves or incompetent state government. Why government is here? What is meaning of socialistic pattern of society? We should undoubtedly introspect ourselves over such types of mind boggling questions.
Today all parties want to acquire recognition to give facility to farmers. Even communist party could not criticize the pronouncements of budget. In fact, every party fears from election. Nobody wants to lose his or her place. Perhaps due to this hard fact, even BJP could not criticize the budget explicitly. In this budget, you will find relaxations only, whereas there should be resolution of existing quandary.
Finance Minister does not impart any way out of inflation. On paper our growth rate is reasonable. But in truth, prices of almost all commodities are increasing. People are compelled to take loans either from bank or money lenders. I think, at present too, about 30-35% farmers have got entrapped in vicious circle of money lenders and this is the stiff fact, because financial inclusion of all farmers in rural India is still a daydream. Planters are also not taking loans for prolific purpose.
Either they are captivating loans for acquiring land or accomplishment of some other non-productive purpose. In this circumstance, how they will repay their loans? In other words we will have to think about both sides of the coin. In this connection, we need to find out the genuine grounds of present state of affairs. Sixth Pay Commission will put forward its description in the end of March. But from where will the funds come?
On this pertinent question, P Chidambaram was unspoken in his budget speech. He was also silent on the question of source of 50000 crore of rupees, which has been allocated for full wavier of loans of small and marginal farmers. This waiver scheme will be implemented by June 2008. Beneficiaries of this scheme will also be eligible for receiving fresh loans from the banks. Large farmers will take the benefit of one-time settlement scheme. Under this scheme, they will repay 75% of their loans merely. For this purpose, P Chidambaram has allocated 10000 crore rupees separately.
Subsidies will continue in fertilizers. Fresh Kisan Credit Cards will be issued to farmers up to two lakhs eighty thousand crore rupees. Crop will be insured up to 644 crore rupees. Besides farmers, middle class too benefited from this budget. P Chidambaram cut down the excise and custom duty. Big gift for middle class was increase the range of income tax. Senior citizens and women have also benefited enormously from this budget.
Moreover special provisions approved for minority communities and small artisans in the budget. Banking transactions tax will also ended from incoming financial year. However UPA government dose not lose its position in inward bound general election. Every work out is being done by Shri P Chidambaram for next election. Well, in pretext of election, common people will at least get some relaxations in next financial year. Let we hope something positive for common people in incoming budget too.
