Ten lakh labourers registered under MMMSY

Bhopal, Feb 29: Mukhya Mantri Mazdoor Suraksha Yojana-2007 (MMMSY) has been implemented in all the districts by Farmers Welfare and Agriculture Development Department for providing economic and social security to landless labourers. The scheme covers all those landless labourers who are domicile residents of Madhya Pradesh and who or any of their family member do not possess arable land and whose livelihood solely depends on farming, horticulture and collection of forest produce. Under this scheme so far nine lakh 63 thousand 845 landless labourers have been registered.

The powers of registration of landless labourers under this scheme have been given to Gram Panchayats. After filling up of applications in prescribed proforma and charging of Rs 10 fee, a landless labourer is registered for a period of three years. After the registration, the Gram Panchayat issues a photo identity card to the landless labourer. Registration would be made even if a landless labourer is unable to produce copies of his photograph at the time of registration but the photograph of a beneficiary would be procured and attached to his identity card after sanction of any economic assistance to him under the scheme.

After three years, Gram Panchayats would renew the identity cards after realising the renewal fees that would be applicable at that time. If there are adequate reasons of a beneficiary being ineligible under the scheme, then his identity card would be cancelled by the concerning Gram Panchayat. A beneficiary can file an appeal against the decision of cancellation of his registration by Gram Panchayat to Tehsildar/Naib Tehsildar. Any person can file an appeal with Tehsildar/Naib Tehsildar for getting a labourer's registration cancelled.

For the implementation of this scheme, Mukhya Mantri Mazdoor Suraksha Fund has been created. In the first phase Rs four crore as been made available through Madhya Pradesh State Agriculture Marketing Board (Mandi Board) from Agriculture Research and Infrastructure Development Fund. Rest of the amount required for implementation of the scheme would be provided by the department. This fund is being managed by Director Farmers' Welfare and Agriculture Development Department. For the coming years, necessary funds would be made available from the annual budget of the department.
