Musharraf has proved all the skeptics wrong who were saying that there would be no free and fair elections in Pakistan. Now the same skeptics are clamoring and leading the vicious propaganda that Musharraf ought to resign in the face of electoral defeat of PML (Q), allegedly Musharraf's party and resounding victory of PPP and PML (N), the parties of late Benazir Bhutto and Nawaz Sharif.
But in this cacophony one good news has come that USA and its allies want Musharraf to continue which puts a tremendous responsibility on Musharraf to objectively analyze the situation in Pakistan and take the decisions in view of and as given below: -
(1)- Since 1999 if Musharraf has remained at the helm of Pakistan's affairs then it is mainly due to the support of armed forces of Pakistan which has always played an important and dominant role in shaping Pakistan, what it is today. Therefore Musharraf is under ethical obligation to preserve the supremacy of martial element in Pakistan.
(2)- This pre-eminence of martial element in tandem with democracy where all the civil jurisdictions are with elected representatives (politicians) and martial jurisdictions (like traditional of defense, internal security, ascent to legislation etc along with the additional jurisdiction of human rights in contemporary world) with elected President is known as diarchy in political parlance.
(3)- In this diarchy President need not have his political party. Musharraf ought to realize an important and crucial difference that elected President with the support of political party is mainly in the personal interest of such President but President elected by the people without the backing of his political party will be in the interest of the martial jurisdictions protected by the constitutional provisions.
(4)- Therefore Musharraf should keep away from any political party and act as a people's President for safeguarding the martial jurisdictions of Pakistan while leaving all the civil jurisdictions to people's representatives (politicians) mainly backed up by their political parties.
(5)- Here Musharraf ought to keep a larger vision in his mind. Pakistan played a historic role in dismembering India in 1947 and history has again brought Pakistan in a situation where Pakistan is going to play another historic role as a leader of diarchal democracy, the political system which is going to be the basis of 'Federation / United States of Secular Democratic SAARC Countries'.
(6)- Contrary to the popular belief & misleading Indian propaganda, it is not the other countries of SAARC which are politically troubled but it is mainly India which is undergoing deep political trouble due to unprecedented economical progress, 8-9 % consistent GDP growth of India (caused by huge foreign money inflows) which is benefiting only a small segment of Indian population at the cost of majority of Indians who have been further pushed to struggle against their abject deprivation.
