Central Chronicle had asked its readers:
Govt should help unemployed youth?
Following are the responses:

Chaturesh Tiwari: India is a country of villages. It has a vast youth population.

However, a large number of youths in the rural side remain jobless. They may be well educated but in absence of any good job scheme they even cannot start their own small businesses. Government should come out with plans and help these youths to start their own ventures however small they may be. Youth is the capital of any nation. They can take the nation forward rapidly if given proper opportunities. They can change the picture of India by sheer dint of hard work. Government should take out surveys from time to time to know how many youths are unemployed in homes and how many are not doing the jobs they should do but are misfits in their jobs.

Deepika Saxena: Yes, the Govt must help unemployed persons- not only through finance but also by making some extra efforts/plans for their future after they complete their studies. We all know that the problem of unemployment means the problem of providing work only for those who are really willing to work. In our country this problem has assumed an acute form. We cannot claim to be a citizen of a developed nation. So long as this problem remains unsolved. Let us first analyse the causes of this problem. Our education system is also responsible. Only India is the country in the world where even highly educated persons fail to get employment. After it, stress must be laid on family planning too.

The economic policy of the country should be overhauled. By technical and vocational education people will come out well prepared to stand on their own legs. The problem will be half solved if this suggestion is implemented honestly. Our joint family system is gradually breaking down. Unemployment breeds frustration, drug addiction, even suicides.

So the duty of the govt is to make every possible effort to solve this problem. I am happy to know that the govt has recently come out with a plan to provide employment and some financial help too for youth's ventures.

Prakash Borde: Yes, Govt. should help unemployed youth, because youth are the backbone of any country and the growth of any economy depends upon employment percentage in the country.

In my view unemployment problem arises because of illiteracy, low standard of education and absence of proper career guidance to the youth. Still, after 60 years of independence a big part of population lives below the poverty line, as their first priority is food, shelter and cloths, so they are deprived of education.

If there is unemployment in the country then these unemployed youth will indulge in criminal activities and much likely to be influenced by anti-social elements like terrorist, rebellion organisation etc which will result in disaster of the country.

Now, the question arises, how govt can help unemployed youth. There is a huge untrapped talent in our country but there is urgent need for proper allocation and guidance. Govt should organize career counseling camps at school, college and also at district level. Youth should be protected from rat race. It is seen that a big part of youth population run in same field which result in excess men power and finally unemployment. So it is needed that govt. should make these youth aware of different career opportunities and provide them better infrastructure and resources so that they will come as a shining star for our country.

Shrikant Trivedi: Our country is a country of youths. About 65 percent people are youth. It is normal that they have need of employment for their life, necessity and their future.

In India we are facing with some big problems like rapid population growth, poverty and unemployment.

Because of the population youths are facing problem of unemployment and it is a big truth that the govt cannot give jobs to everyone, but in our democracy everyone has the right of employment. If government can't give employment then it should help the unemployed youths, so they can make their future. The government can choose youth by their social and economical status or by their performance in education. Help to unemployed youth will boost the morale of the nation.

Rinku Sharma:It is a known fact that the unemployed youths constitute a greater number of population in India. The unemployed youths suffer a good deal of problem, which can be mental, physical end psychological. Rural unemployment, urban unemployment and disguised unemployment are some of the grave unemployment problems with which people suffer. The government should help these people with some schemes that should be made available to them. But it is a matter of serious concern that every year government adopts unemployment as one of the issues in its five-year plans but no proper result is seen in the help of the unemployed. Much rigorous efforts are required in the side of the government to implement the plans so that the unemployed can avail the facilities of the scheme.

MR Nair:It is the duty of the welfare state to look after its citizens. Providing employment is one of the welfare measures of the modern state. In this field the government has failed miserably. Of course, no government in this world can provide employment to all of its youth. At least the government should have thought of equipping them through work-oriented education to find a livelihood.

To help the educated unemployed the state government is collecting employment tax from the government and privately employed and doing out a few bucks to a selected number of unemployed youths. Those who are getting such allowance may not be even ten percent of the total eligible youth.

Regarding uneducated unemployed, the government seems to have only one policy, provide them work in villages through road construction, dig canals etc. This is once in a while -that too when the place is declared as drought- hit. Here too, corruption is rampant. The money is embezzled by the concerned persons by entering false names in the muster rolls.

All political parties at the time of election promise employment to every eligible person. Everybody knows that such promises cannot be fulfilled. It is time that the government thought of better policy to ensure employment to maximum eligible youth to avoid migration from the rural areas and thereby reduce congestion in towns and cities.

Adhinath jha:Now-a-days there are many influences & issue are generated from unemployment. India is a country of youth and it is an ironical truth that the backbone of India is suffering from unemployment. It's a matter to ponder over for our country.

But, after 60 years of independence there is no worthwhile policy for youth. It's necessary for reconstruction of our country that all youth lead happy lives.

It's a bitter truth that unemployed youth are involving themselves in destructive works. So, for the development of our country the care of youth is must. Hence government should help unemployed youth.

Subhash C Agrawal:With various governments at the Centre having blindly followed principles of western-styled 'free economy', they should have also copied western styled 'Unemployment Insurance' for youth. Free economy is against national interests where the country should have adopted its own Indian (Desi) economy based on actual needs and desires of people.

Government in principle must be duty-bound to provide employment to all the youths in the country. However considering practical limitation of ever-increasing population, only youth from families with up to two children should get priority in being provided employment as compulsory for the government.

Dheeraj Khare:I nod and maintain that the Govt must help this ransacked central pillar of the society. The fear of being unemployed is perhaps more than that of darkness and violence, besides has far-reaching implication and effects on one's personality in specific and society in general. Service and manufacturing sector based economy ask for skilled and semi-skilled workers that enables most of the youths to earn their living and compels them to adopt traditional occupations, as a result widen the gap between rich and poor and somewhat responsible for low quality of life.

Much talked term `crime' has links with youths side by side we have also witnessed that how it makes a society crime-ridden and confines the freedom of common masses thereby suppress the democratic right to live freely and fearlessly. In specific cases like corruption, unemployed youths are ready to give lakhs of rupees to get a job that obviously make the problem robust. Moreover, for internal forces like Naxalites, Maoists etc unemployed youths are easy target as by luring them they can get their works done. Based on some observation, in absence of academic guidance or because of economic causes, most of the youths especially rural folks pursue degrees like BSc, BA, BCom which have been overshadowed by professional courses and generate the belief of `unemployed educated' which weakens the trust of people in education by helping them out.

Government can set an example and can bring the trust of the people in. In addition to, rampant materialism provokes feelings and most of the times satiated by wicked means the unemployed youths become victims of moral and social deterioration. Not expecting too much in return, at least the Govt can ensure the future of those children who will take birth in these families or rather I should say, insuring the backbone of the nation.

Syed Zia Ul Hasan Naqvi :There was a time when it was thought that the state is not at all concerned with the welfare of its people and its main functions are to maintain law and order in the country and to protect life, property and personal liberty of its subjects. But since the date of commencement of constitution in the independent India such restrictive role of state is no longer a valid concept.

Today we the people of India are living in an era of welfare state which is bound to promote the prosperity of Indians as per directive principles given in our constitution. Youth of India are our national wealth they are the strength of our nation, any discontent among them on account of their unemployment may be detrimental in the interest of our nation. These fledging spiffy youths may easily fall prey in the hands of anti-national forces because of their poverty and frustration. These youths may be used for anti-national activities. Instance of which we can see in Kashmir and Naxalite affected areas; many youth are puppets in the hands of anti-national forces.

Hence it is incumbent on the state to help the youth by giving them unemployment allowance and educate them in such a way that they may not deviate from the righteous path. In case if there will be no discontent among the youth then in our country peace and tranquility will certainly prevail. And the country will head towards prosperity and there will be no internal disturbance.

Akriti Anand:Unemployment in India is the hard truth and it is struggling with it from a long time. As day by day population is growing so the problem of unemployment is also increasing. According to me government definitely must take some steps to combat with this problem. Unemployment is like a leech, which is sucking the talents from India. And government must help them, as they are the upcoming future of India. Government can open many industries specially for them or even can go for small-cottage industries. The government to some extent I think so only speaks but there is no result. Youths are the builders of new developing India.

Sanju Kumari:I remember once our President Dr Kalam had said "we are having the energy of 540 million youth". No doubt we are the youngest nation in the world and will have more and more energetic youth in future. But unfortunately, we are not in a position to make any use of it. Many of the youth are unemployed.

Let us not go in truth of any report but, can we neglect the reality. We are happy that India is shining! We are happy that our national coffers are brimming with foreign currency! We are happy that we are growing with a GDP of 8.5 or more! But, is this reason enough for us to go at moon?

The problem of unemployment is in urgent need of redressal in India. So the Government must come out to unemployed youths and try hard to uproot this daunting problem, otherwise days are not far when we are going to face unemployment explosion.

The government should take some initiative to help the young generation to come forward from the sphere of untouchables, as the unemployed are often considered, and create a sphere, which is appreciated by the mankind. Create awareness. Educate all equally. No reservations. Keep retirement age 60 years for all. Improve economic avenues, job opportunities.

The State Government should also vigorously pursue industrialization and big companies and set up industries, which will have a sustainable impact on the development of the State from a backward image to a modern image.

Educated youth face a situation of isolation and pressure from the family, government, and from the locality, where they stay because of unemployment so we all have to fight this problem.

As long as we feed someone, they will become lazier. Don't give them fish - teach them fishing instead. Not only the government, but also every individual should concentrate on this burning issue.

RK Gupta:Despite the tremendous economic growth at the rate of 9pc in India the number of unemployed youths are increasing day by day. The number of unemployed youths is about 200 million. There are educated, uneducated skilled, unskilled boys and girls from the urban and rural areas.

Instead of increasing job opportunities and evolving new jobs, the government has been reducing the jobs by abolishing posts and not not filling up the vacant posts. One should not forget that the youths are the backbone of the nation. The governments are formed by the people, for the people and of the people.

The youths represent 40pc of the population of the country. The nation ought not ignore the problems of the youths. The negligence towards their vital problems would ultimately damage the very essence of the democracy. The present economic scenario of globalization, privatization and market economy is dividing the country into India and Bharat. The urban and the rural economies are inter-dependent and interlated. There should be a balanced emphasis on the urban and the rural economy. The first and foremost responsibility of the govt should be the utmost care of the youths welfare irrespective of their gender, caste, creed, urban and rural status.

The govt should augment job opportunities and in case it is unable to provide jobs to the youths it should provide them Rs 2,000 per month till they get jobs. Dearth of money should not be an excuse for such a negligence. Unlimited amount of money is spent in many unnecessary projects- what is the use of reaching the moon after spending a lot of nation's money. It is an irony that the youths who are the pride of the nation are loitering on the roads in search of jobs despite of their high educational qualifications.

In the last 60 years the unemployment aspect of the national economy has been ignored by various governments who were at the helm of affairs at the centre and in the states. The education imparted should be job oriented and vocational; at the same time rampant growth of population needs to be checked and FP programmes should be implemented honestly with vigour. Small and cottage industries need to be encouraged and financed. The Trysem (Training of the rural youth for self employment) and NREP (National rural employment programme) are capable of improving the lot of the village youths; hence they need implementation of these programmes with vigour. The dynamic Indian youths should be financed by the banks in their economic ventures to minimize the menace of the unemployment of the youths.

Sushmita Shrivastava:Yes, the government must help the unemployed youth. India as a nation is faced with massive problem of unemployment. The incidence of unemployment among the educated is much higher than the overall unemployment. The problem of unemployment is becoming colossal. Various problems have caused this problem. There is enormous increase in the population.

Every year India adds to her population afresh. More than this every year about 5 million people become eligible for securing jobs. Unplanned and uncontrolled growth of technology is causing havoc on job opportunities. Our educational system has its own irreparable defects and its contribution to the unemployment is an open truth. Our education does not prepare the minds of young generation to become self-employed.

On the contrary it makes them dependent on government vacancies, which are hard to come. Recently UPA Government has come up with Rural Employment Guarantee programme, which aims to provide minimum days of employment to people living in the villages. This is a laudable programme because it provides employment to people during natural calamities like drought, floods etc. The remedial measures for reducing unemployment may lay greater emphasis on creation of opportunities for self-employment, augmentation of productivity and income levels of the working poor, shift in emphasis from creation of relief type of employment to the building up of durable productive assets in the rural areas.

RJ Khurana:There can be no greater frustration for a young man than to be unemployed. It is, therefore, imperative that such a stage should not be allowed to come in any young man's life. Well, that is fine but there are various categories of unemployed in our country viz-illiterate unemployed, semi-educated unemployed, educated unemployed, and skilled unemployed like doctors, engineers, technicians and unskilled educated unemployed.

Even amongst these there may be semi-employed and disguised employed like in agriculture when a farmer is unemployed for about half of the year when there is no sowing/harvesting. All the above-mentioned categories of unemployed youth are present in our country. Each of these categories needs a different handling.

Yes, it is the responsibility of the government to ensure that all unemployed, under-employed and semi-employed get work suited to their respective status. Government has started NREGS to provide 100-day employment to all those unemployed. More efforts are needed both by the government and the private sector to expand employment opportunities to enable the youths to lead a meaningful life prevent their slide into frustration, poverty and crime.

Krishna Chander Mouli:A Big No. In simple economics every unproductive penny spent by the State results in deficit and compels the State to go in for a never-ending overdraft thereby creating inflation and opting for the most unpopular economic measure of taxing people for boosting the State revenue receipts. This is again an unending vicious circle.

In the long run neither would the financial assistance to the unemployed youth nor the taxation help any State in overcoming this anomaly. On the other hand such a step would open up a Pandora's box of corruption ending up in a bad image of the Government and the people at the helm of affairs. Thus doling out favours either in cash or kind is the most disgusting act of any government, specially when it concerns youth. Youth is power with dynamism.

This power should be channelised into the construction and reconstruction of the Nation rather than frittering it away in rallies, agitations, dharnas, strikes etc Their energies should be put to proper use by providing avenues of suitable and respectable earning, not necessarily salaried jobs, which should ultimately contribute in the strengthening of the economic and infrastructural health of the Nation. There are any number of areas where the State can use the services of youth in constructive activities.

This may sound easier preached than imbibed. But there is no any other way of eradicating unemployment among youth and the need of the hour is therefore only a strong will to do so. Politicians should by now must have learnt that doling out financial compensation to the unemployed youth, as was done recently by Mulayam Singh Govt in UP is a direct insult to the youth besides encouraging them to become cheating, lethargic and non-enterprising and indulging themselves in destructive errands at a time when dynamism and enthusiasm is generated in them in leaps and bounds.

RK Kutty:Of course, but the larger question is in what way? It is a fact that any scheme brought out by the government becomes prone to corruption, biases, partiality etc which ultimately cripples the scheme itself. Every successive government brought out many schemes and as on date most of them are only on paper. The latest scheme that is in vogue ` National Rural Employment Guarantee Scheme' is a much celebrated one brought out by the UPA government. At first they have introduced it in the cow-belt which is mostly ruled by the BJP viz Rajasthan, Madhya Pradesh, Uttar Pradesh, Chhattisgarh and others.

In the case of Rajasthan it was earlier reported to be a large success. Similar was reported about Madhya Pradesh as well. In the case of UP ever since the new dispensation under Mayawati came to power, she has made a war of wits castigating the scheme of trash value and she wants to replace it with her own brand of scheme. Relations between the BSP and the Congress are much strained over it. In the case of those states like Rajasthan and Madhya Pradesh where it is stated to be working, lot of discrepancies are being brought out by the social audit. Very lately, in the case of Shivpuri district, lot of discrimination, defalcation and wanton corruption has been brought by independent agencies that curiously peeped into the implementation of the scheme.

In the light of these, even if one suggests that there should be schemes to help unemployed youths, whose numbers are multiplying every year the problem would be ensuring its proper implementation. In a highly divided society over political, social, communal and various other lines, no one takes the initiative to honestly implement any plan/scheme to its logical conclusion. Even the District Administration who is vested with vast powers to supervise/implement such governmental schemes, they can hardly do anything to withstand the political intimidation, pull and pressure. Law and order maintenance agencies turn mute witness to the political hara-kiri taking place all round.

When the whole system is so mired in corruption, everyone looks up how he/she can reap maximum benefit out of any scheme/largesse extended by the government either State or Central. Under such piquant situation, what one feels is that an area where a good number of unemployed youths "mostly male, can be engaged for the defence of the country. As, at present, there is lot of threat perspective- both internal and external. There is report about large number of shortages in officers and men in armed forces. Even serving officers want to quit the job in search of greener pastures.

To arrest this trend, government should think of chalking out schemes to recruit able/educated and intelligent youths locally through the District Sainik Boards which are always manned by retired servicemen. They can ensure strict watch on quality and impartial implementation of the scheme. They will be a back-up reserve in times of grave need. These youths must be paid nominal pay/free food/clothing etc.
