Bhopal, Dec 4:
In a fresh twist to the controversial dumper purchase case that has rocked Madhya Pradesh politics, an Itarsi-resident lawyer today complained to the Lokayukta about his name not being mentioned as the complainant in the first information report (FIR).
''Quite strangely, the complainant learnt that the complaint lodged by him has been registered as an FIR showing PP Vanvanshi, Deputy Superintendent in the (Lokayukta) Special Police Establishment as the complainant,'' Ramesh K Sahoo wrote in a letter to the Lokayukta.
Copies of the missive were released to the press. ''The complainant sought a copy of the FIR. The Establishment refused to supply the same on the ground that the complainant is not entitled to the same as his position is that of a mere witness and no more,'' Sahoo wrote.
On an application dated November 26 under the Right to Information Act, the Establishment eventually supplied a copy of the FIR. ''This is a fit case in which the Lokayukta must invoke and use his power of supervision in the interest of justice to ensure a free, fair and impartial investigation. The Loayukta must monitor the investigation on day-to-day basis and issue directions to seize documents as also to take into custody the perpetrators of the offence,'' the complainant wrote.
Following a local special court's directive for an inquiry, the Establishment had registered a FIR against Chief Minister Shivraj Singh Chouhan, his wife Sadhana Singh and others in connection with purchase of four dumpers in Ms Singh's name. The vehicles were subsequently hired out to the JP Cement factory in Rewa.
